September 14, 2021 Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FEDERAL ASSET FORFEITURE FUNDS IN THE AMOUNT OF $4,823.15 RECEIVED FROM THE UNITED STATES DRUG ENFORCEMENT ADMINISTRATION AND APPROPRIATING SAID AMOUNT IN THE FY 2022 SHERIFF’S ASSET FORFEITURE FUND FOR USE BY THE PORTSMOUTH SHERIFF’S OFFICE.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 267 - Adoption of an ordinance to appropriate $105,689.97 of Telephone Commission Revenue in the FY 2022 General Fund Operating Budget for use by the Sheriff’s Office. Background:  The Portsmouth Sheriff's Office receives a commission from the Inmate Telephone System. This funding helps offset the Sheriff's Office General Fund Budget. Discussion:  The funding allows the Sheriff's Office to supplement its General Fund Operating Budget. Financial Impact:  The Sheriff’s FY 2022 Operating Budget will increase by the said amount. Staff Recommends:  Adoption of the Ordinance. Next Steps Following Council Action:  The Finance Department will complete the necessary budget adjustments as provided by the Sheriff’s Office. 1. Donna Sayegh, 3104 Garland Drive, asked for the income and expense report on how funds are being spent. Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO APPROPRIATE $105,689.97 OF TELEPHONE COMMISSION REVENUE IN THE FY 2022 GENERAL FUND OPERATING BUDGET FOR USE BY THE SHERIFF’S OFFICE.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 268 - Adoption of an ordinance to accept $25,856.06 received via the Circuit and General District Courts and to appropriate said amount in the FY 2022 General Fund Budget for use by the Portsmouth Sheriff’s Office to support the Training Academy. Background:  The Portsmouth Sheriff's Office receives fees collected by the Circuit Court and General District Court for use in connection with its Training Academy, pursuant to State Code Section 9.1-106. Discussion:  The funding allows the Sheriff's Office to purchase needed items to support its Training Academy. These funds are also used to pay the stormwater fees and other maintenance costs for the Sheriff’s Office Training Academy.
