September 14, 2021  The funding of this AFG award is instrumental in providing compliant safety equipment to personnel, equipment needed for effective and efficient public safety response, and financial assistance for responsible planning and spending. Financial Impact:  The City is required to contribute non-Federal funds equal to 10% of the grant award ($16,781.82) as a local match. The local match has previously been appropriated to the FY 2022 PFRES Budget. Recommended Action:  Adoption of the Ordinance. Next Steps Following Council Action:  The Finance Department will assign the budget code.  To proceed with the purchasing process in accordance with all local, state and federal guidelines that are applicable. 1. Donna Sayegh, 3104 Garland Drive, asked for the income and expense report on how funds are being spent. Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING AN ASSISTANCE TO FIREFIGHTERS GRANT IN THE AMOUNT OF $167,818.18 FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY AND APPROPRIATING SAID AMOUNT IN THE FY 2022 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES TO IMPROVE EQUIPMENT.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 266 - Adoption of an ordinance accepting Federal Asset Forfeiture Funds in the amount of $4,823.15 received from the United States Drug Enforcement Administration and appropriating said amount in the FY 2022 Sheriff’s Asset Forfeiture Fund for use by the Portsmouth Sheriff’s Office. Background:  The Portsmouth Sheriff's Office receives Federal Asset Forfeiture Funds from the DEA. Discussion:  The funds allow the Sheriff's Office to purchase law enforcement equipment, donate funds to the Drug Court, make improvements to the Jail, purchase computer equipment, purchase anti-drug coloring books and crayons for school kids, and other items necessary within the guidelines set forth in the DOJ Equitable Sharing Guide. Financial Impact:  No local match is required as a condition of the funding. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Sheriff or his designee will provide asset forfeiture management and oversight. 1.
