805 <br /> <br />April 22, 1986 <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 86-116 Letter from <br />$22,185 from the Capital <br />CenTer in Mount Hermon. <br /> <br />the City Manager recommending adoption of an ordinance to appropriat <br />Improvement Program for repairs to the Joseph E. Parker Recreation <br /> <br /> "The 1985 Capital Improvement Budget authorized replacement and repairs to several facili <br />ties' roofs mn the City of Portsmouth. <br /> <br /> Mount Hermon Joseph E. Parker Recreation Center was one of these rec3mmendations. Roof <br />replacement is needed on the flat part of the main roof with other repairs being made to the <br />main "A" roof section with all amr vents to be removed With an alternative ventilation system <br />(fan) being placed in the west end of the building. Ail sheet metal fasteners on the entire <br />roof structure are to be replaced with ~ larger size teflon coated fastener with a teflon <br />grommet. <br /> <br /> This request covers all repairs as outlined and award shoula be made to the responsive lo <br />bidder. <br /> <br />Contractor <br /> <br />Amount of Bid <br /> <br />Sun Roofing Company, Inc. $44,400 <br />Roof Engineering Corporation 36,964 <br />Roo£-Tech, Inc. 20,169 <br /> <br /> The Director of 5eneral Services and the City Engineer have investigated Roof-Tech, Inc. <br />regarding qualifications, work performance, and financial status, and they recommend award <br />of the contract to the apparent low bidder. The total project cost is $22,185 which includes <br />a 10~ contingency. <br /> <br /> I recommend appropriation of the necessary funds and award of the contract to the apparen <br />low bidder." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Lucas, <br />on first reading; award of contract to RQof-Tech, Inc., <br />adopted by unanimous vote: <br /> <br />the following ordinance was approved <br />low bidder, as re.commended, and was <br /> <br />'AN ORDINANCE TO APPROPRIATE $22,185 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS <br />TO THE JOSEPH E. PARKER RECREATION CENTER. ' <br /> <br /> 86-117 <br />$105,543 from <br />perties. <br /> <br />Letter from the City Manager recommending adoption of an ordinance to appropriat <br />the Capital Improvement Program for miscellaneous improvements to school pro- <br /> <br /> "The Portsmouth School Board has requested appropriations of $105,543 for miscellaneous <br />improvements to school properties. The requested funds will be used to upgrade existing facil <br />ities mo comply with federal safety requirements, and for general improvements for the better- <br />menz of school property. <br /> <br /> The current Capital Improvement Program (CIP) allocates $420,000 for miscellaneous school <br />renovations. Therefore, sufficient funding exists for the requested appropriation. <br /> <br /> I have spoken with the Superintendent and I concur with his recommendation. <br />Council's favorable consideration is requested." <br /> <br />Therefore, <br /> <br /> On motion of Mr~ Beamer and seconded by Mrs. Webb, the following ordinance was.approved <br />on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $105,543 FROM THE CAPITA[ IMPROVEMENT FUND FOR <br />MISCELLANEOUS IMPROVEMENTS TO SCHOOL PROPERTIES." <br /> <br /> 86-118 Letter from the City Manager recommending adoption of an ordinance to amend the <br />Code of the City of Portsmouth by amending Sections 23-73(a) and 32-116 pertaining to riding <br />on sidewalks. <br /> <br /> "At the request of the Traffic Engineer, the City Attorney has reviewed the applicable <br />provisions of the City Code pertaining to vehicles riding on sidewalks and the protection of <br />the sidewalks when vehicles are required to cross same. The City Attorney indicates that <br />that~ there are provisions in Chapters 23 and 32 pertaining to riding on sidewalk and protec- <br />tion of sidewalk when crossing, but recommends that such sections be revised so as to clarify <br />that violation of them constitutes a traffic infraction and are punishable by a fine of not <br />less than five dollars ($95.00) nor more than twenty-five dollars 4525.00). In addition, if <br />any damage is done to the sidewalk by reason of it not being properly protected in the manner <br />prescribed, the offender will be responsible for the cost of all repairs to the sidewalk in <br />addition to any fine that may be imposed for the violation. <br /> <br /> I recommend the adoption of this amendment in order to clarify the City Code and to <br />assure compliance with the enabling legislation contained in the State Code." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was ed6pted on <br />first and final reading, and by the following vote: <br /> <br /> <br />
