June 22, 2021 <br /> <br />Discussion: <br /> <br /> The multi-use recreational trail does not interfere with Portsmouth’s water delivery <br />system and allows Suffolk to put the property to a use that benefits the community. <br /> <br /> In exchange for the lease, Suffolk pays all taxes and fees assessed against the <br />property and maintains the property. <br /> <br />Financial Impact: <br /> <br /> The lease saves the City the cost of taxes and maintenance for the property. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> A new lease will be executed with Suffolk. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CONTINUED LEASING OF FORMER <br />RAILROARD RIGHT-OF-WAY LOCATED IN SUFFOLK TO THE CITY OF SUFFOLK <br />FOR USE AS A RECREATIONAL TRAIL. <br /> <br />WHEREAS <br /> , by Resolution R-06-38 adopted on July 11, 2006, City Council <br />authorized the City Manager to execute a lease with the City of Suffolk for the use of <br />certain former railroad right-of-way located in Suffolk as a recreational trail; and <br /> <br />WHEREAS, <br /> the lease was duly executed; and <br /> <br />WHEREAS, <br /> the lease expires on June 30, 2021 and Suffolk has requested that <br />the City enter into a new lease agreement so that it can continue to use the property as <br />a recreational trail; and <br /> <br />WHEREAS, <br /> a new lease has been drafted containing substantially the same terms <br />as the original lease; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that the City Manager be, and she hereby is, authorized to enter into a Lease <br />Agreement in substantially the form attached hereto as Exhibit A for the purpose of <br />allowing the City of Suffolk to a lease portion of the former Norfolk Southern Railroad <br />Right-of-Way from Moore Avenue to Suburban Drive in Suffolk for use as a recreational <br /> <br />trail.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />21 - 190 - Boards and Commissions <br /> <br />Vice Mayor Barnes offered the following nominations: <br /> <br />Newport Development Authority <br />Bryant Thomas to be reappointed for a term ending July 31, 2025. <br /> <br />Portsmouth Redevelopment & Housing Authority <br />Clifton Pickens to be appointed to begin a term September 1, 2021 and ending August <br />31, 2025, replacing Rita Roberts. <br /> <br />Social Services Advisory Commission <br />Ashlee Allen to be appointed to a term ending June 30, 2023, replacing Latoya Haight. <br /> <br /> <br /> <br /> <br /> <br />
