<br />(a) Adoption of a resolution ratifying the minutes of the meetings of the Portsmouth City
<br />Council held electronically pursuant to the emergency procedures established to
<br />ensure the continuity of local government during the COVID-19 Pandemic.
<br />
<br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION RATIFYING THE MINUTES OF THE MEETINGS OF THE
<br />PORTSMOUTH CITY COUNCIL HELD ELECTRONICALLY PURSUANT TO THE
<br />EMERGENCY PROCEDURES ESTABLISHED TO ENSURE THE CONTINUITY OF
<br />LCOAL GOVERNMENT DURING THE COVID-19 PANDEMIC.
<br />
<br />WHEREAS,
<br /> due to the emergency conditions created by the COVID-19 Pandemic,
<br />City Council met and conducted business electronically between April 2020 and June 8,
<br />2021; and
<br />
<br />WHEREAS,
<br /> the meetings and business were conducted in accordance with
<br />Ordinance 2020-21, as extended, modified and terminated by Ordinances 2020-59, 2020-
<br />71, 2020-102, 2020-136, 2021-14, 2021-26, and 2021-42 (collectively referred to as the
<br />“Emergency Ordinance”); and
<br />
<br /> WHEREAS,
<br />City Council has previously approved the minutes of all electronic
<br />meetings conducted pursuant to the Emergency Ordinance (the “Electronic Meetings”);
<br />and
<br />
<br />WHEREAS,
<br /> the Emergency Ordinance provides that, upon returning to in-person
<br />meetings, City Council should further publicly ratify all of the approved minutes of the
<br />Electronic Meetings; and
<br />
<br />WHEREAS,
<br /> the purpose of ratifying the approved minutes is to confirm for the
<br />record the validity of the electronic meeting format adopted through the Emergency
<br />Ordinance; and
<br />
<br /> WHEREAS,
<br /> City Council’s regular meeting of June 22, 2021 is the first meeting at
<br />which a quorum is physically present in the Council Chamber since March 10, 2020;
<br />
<br />NOW, THEREFORE, BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia that, for the sole purpose of confirming the validity of the electronic meeting format
<br />adopted through the Emergency Ordinance, it hereby ratifies the minutes of the following
<br />meetings: April 14, 2020; April 28, 2020; May 11, 2020; May 12, 2020; May 13, 2020;
<br />May 14, 2020; May 26, 2020; June 9, 2020; June 10, 2020; June 11, 2020; June 23,
<br />2020; July 16, 2020; July 28, 2020; September 8, 2020 (special called meeting);
<br />September 8, 2020; September 22, 2020; October 13, 2020; October 27, 2020;
<br />November 10, 2020; November 16, 2020; November 24, 2020; December 8, 2020;
<br />January 4, 2021; January 12, 2021; January 25, 2021; January 26, 2021; February 8,
<br />2021; February 9, 2021; February 22, 2021; February 23, 2021; March 9, 2021; March
<br />18, 2021; March 22, 2021; March 23, 2021; April 5, 2021; April 13, 2021; April 27, 2021;
<br />
<br />May 11, 2021; May 25, 2021; June 7, 2021; June 8, 2021; and June 14, 2021.”
