June 22, 2021 <br /> <br />(b) Adoption of an ordinance accepting federal education grant funding in the amount <br />of $934,619 and appropriating said amount into the FY 2021 Portsmouth Public <br />Schools Grants Fund Budget. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FEDERAL EDUCATION GRANT FUNDING IN THE <br />AMOUNT OF $934,619 AND APPROPRATING SAID AMOUNT INTO THE FY 2021 <br />PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Vice Mayor Barnes spoke on the following: <br /> <br /> <br />-High school graduation ceremonies in the City. <br /> <br />-Churchland Middle School show of appreciation. <br /> <br />-Portsmouth Public Schools Retirement Ceremony <br /> <br />-Big Homies Community Outreach Program. <br /> <br /> Ms. Lucas-Burke spoke on the following: <br /> <br /> <br />-Annual Elizabeth River Fireworks Show, Sunday, July 4, 2021 at 9:30 p.m. <br /> <br />-Start of Sunset Thursday, 6:30 p.m., Thursday, July 8, 2021 at High Street <br />Landing. <br /> <br /> Dr. Whitaker asked that City Manager Jones’ list of pending items include the <br /> <br />following: <br /> <br />-American Rescue Funds and how they will be used. <br /> <br />-Homeless issue (unified building). <br /> <br />-Disparity Study. <br /> <br /> <br /> City Manager Jones informed City Council a report would be sent tomorrow, and that <br />Public Work Sessions will be scheduled to discuss topics brought forth by Councilman <br />Whitaker. <br /> <br />21 - 192 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />21 - 193 - Non-Agenda Speakers <br /> <br />nd <br />1. Bracy Parr, 11 Afton Parkway, informed citizens and City Council the 102 Patriotic <br />Salute, 10:30 a.m., July 3, 2021 in Afton Square. He also voiced his concern with the <br />violent crime in Cradock. <br /> <br />-Vice Mayor Barnes asked that staff look into using funds from the American <br />Rescue Plan to come up with solutions to the violent crime in the City. He also <br />asked for a timeline of when a plan could be put in place to deal with the violence <br />in the City. <br /> <br />-Councilman Moody asked for a report back on the issues brought forth by Mr. Parr. <br />He also asked for an update on the Afton Green Project. <br /> <br />-Councilwoman Lucas-Burke suggested that City Council hear from Civic Leagues <br />to get an idea of the issues communities are facing. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that Councilmembers let citizens in <br /> on their thinking process on issues that are presented. <br /> <br />3. Sergio Neal, 1420 Elm Avenue, voiced his concern with the lack of progress in dealing <br /> with violent crime in the city. <br /> <br />4. Tony Goodwin, 38 Linden Avenue, suggested that City Council look into putting No <br /> Drug Zone signs around schools. <br /> <br /> <br /> <br /> <br /> <br />
