May 25, 2021 Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $5,950,000 IN FUNDING FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION AND APPROPRIATING SAID AMOUNT TO THE GEORGE WASHINGTON HIGHWAY CORRIDOR IMPROVEMENTS PROJECT IN THE FY 2022 CAPITAL IMPROVEMENT FUND BUDGET.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 157 - Adoption of a resolution approving the Community Planning and Development Programs FY 2022 Action Plan of the City of Portsmouth, Virginia, and authorizing the City Manager to file documents required to obtain the City’s Community Planning and Development Grant Entitlements for Fiscal Year beginning July 1, 2021 and ending June 30, 2022. Background:  For each of the five years covered by the adopted Consolidated Plan (CP), FY20 to FY24, the City prepares an Annual Action Plan detailing how the resources made available will be used to implement the goals outlined in the 5-Year CP.  FY2022, which runs from July 1, 2021 through June 30, 2022, is the third year plan of the five-year plan cycle.  The City of Portsmouth will receive funds through the Community Development Block Grant Program (CDBG) and HOME Investments Partnership Program (HOME). The financial resources the City expects to have available during the FY2022 program include a CDBG entitlement grant of $1,613,918 and projected program income of $261,895.16 (total $1,875,813.16). The City also expects to have available a HOME entitlement grant of $425,453 and prior year uncommitted HOME funds of $64,426.35 (total $489,879.35). Discussion:  The Department of Planning requests adoption of the FY2022 Annual Action Plan and to authorize the City Manager to submit the plan to HUD, allowing the City of Portsmouth to receive its CDBG and HOME entitlements. Financial Impact:  Funds will be available for undertaking the priorities established by the 5-Year CP and in agreement with the statutory purposes of the CDBG and HOME programs.  There is no matching fund requirement for CDBG funds. HOME funds require a match contribution of not less than 25% of the HOME funds drawn. Staff Recommends:  Adoption of the Resolution. Next Steps Following Council Action:  The Annual Action Plan will be submitted to HUD by May 26, 2021. HUD will then have a 45-day comment period and the FY2022 Program Year will start on July 1, 2021.
