May 25, 2021 <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $5,950,000 IN FUNDING FROM THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION AND APPROPRIATING SAID AMOUNT TO <br />THE GEORGE WASHINGTON HIGHWAY CORRIDOR IMPROVEMENTS PROJECT IN <br />THE FY 2022 CAPITAL IMPROVEMENT FUND BUDGET.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 157 - Adoption of a resolution approving the Community Planning and <br />Development Programs FY 2022 Action Plan of the City of Portsmouth, Virginia, <br />and authorizing the City Manager to file documents required to obtain the City’s <br />Community Planning and Development Grant Entitlements for Fiscal Year <br />beginning July 1, 2021 and ending June 30, 2022. <br /> <br /> <br />Background: <br /> <br /> For each of the five years covered by the adopted Consolidated Plan (CP), FY20 <br />to FY24, the City prepares an Annual Action Plan detailing how the resources made <br /> <br />available will be used to implement the goals outlined in the 5-Year CP. <br /> <br /> FY2022, which runs from July 1, 2021 through June 30, 2022, is the third year plan <br /> <br />of the five-year plan cycle. <br /> <br /> The City of Portsmouth will receive funds through the Community Development <br />Block Grant Program (CDBG) and HOME Investments Partnership Program (HOME). <br />The financial resources the City expects to have available during the FY2022 program <br />include a CDBG entitlement grant of $1,613,918 and projected program income of <br />$261,895.16 (total $1,875,813.16). The City also expects to have available a HOME <br />entitlement grant of $425,453 and prior year uncommitted HOME funds of $64,426.35 <br /> <br />(total $489,879.35). <br /> <br />Discussion: <br /> <br /> The Department of Planning requests adoption of the FY2022 Annual Action Plan <br />and to authorize the City Manager to submit the plan to HUD, allowing the City of <br /> <br />Portsmouth to receive its CDBG and HOME entitlements. <br /> <br />Financial Impact: <br /> <br /> Funds will be available for undertaking the priorities established by the 5-Year CP <br /> <br />and in agreement with the statutory purposes of the CDBG and HOME programs. <br /> <br /> There is no matching fund requirement for CDBG funds. HOME funds require a <br /> <br />match contribution of not less than 25% of the HOME funds drawn. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the Resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Annual Action Plan will be submitted to HUD by May 26, 2021.
