May 25, 2021 <br /> <br /> <br /> The project award is $650,000, with $500,000 of those funds coming from the <br /> <br />Commonwealth and $150,000 from the City. <br /> <br />Financial Impact: <br /> <br /> The total cost associated with road project is $1,503,000. <br /> <br /> The EDA Program award is $650,000. <br /> <br /> The State share is $500,000. The local share is $150,000. <br /> <br /> City staff is evaluating other funding programs for the remaining $853,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> City staff will continue with planning and implementation of the West Norfolk Road <br />Economic Development Access Road Project. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $500,000 IN FUNDING FROM THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION AND APPROPRIATING SAID AMOUNT TO <br />THE WEST NORFOLK ROAD ECONOMIC DEVELOPMENT ACCESS ROAD <br />PROJECT IN THE FY 2022 CAPITAL IMPROVEMENT FUND BUDGET.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 156 - Adoption of an ordinance accepting $5,950,000 in funding from the <br />Virginia Department of Transportation and appropriating said amount to the <br />George Washington Highway Corridor Improvements Project in the FY 2022 Capital <br />Improvement Fund Budget. <br /> <br />Background: <br /> <br /> Localities may submit eligible projects to the Hampton Roads Transportation <br />Organization (HRTPO) for Regional Surface Transportation Program (RSTP). <br /> <br /> Projects are scored against other regional projects and recommended for funding, <br />as required. <br /> <br />Discussion: <br /> <br /> City staff has been working on this project with the HRTPO since FY 2015. The <br /> <br />project was approved for full funding in FY 2017. <br /> <br /> <br /> City staff has also been coordinating with its Navy partners on this project. <br /> <br /> The road improvements include additional improvements at the George <br />Washington Highway and Elm Avenue intersection to address turning movements, <br />access management, and pedestrian/bicycle accommodations, and also include <br />improvements along Elm Avenue to Victory Boulevard to address traffic at Norfolk Naval <br /> <br />Shipyard Gates 29 and 39. <br /> <br /> This project is one in a series of projects to provide a link from George Washington <br /> <br />Highway along Elm Avenue and Victory Boulevard to the Paradise Creek Nature Park. <br /> <br />Financial Impact: <br /> <br /> The RSTP funding award is $5,950,000. <br /> <br /> The City will be responsible for any funds in excess of $5,950,000. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of theOrdinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will continue working to plan and implement the George Washington <br />Highway Corridor Improvements Project. <br /> <br /> <br /> <br /> <br /> <br />
