May 25, 2021 <br /> <br /> <br /> The funds received enable Portsmouth, as the lead City for the Southside Regional <br />Hazardous Materials Emergency Response Team, to maintain a superior level of <br />readiness regarding response, equipment, training, and technical expertise in dealing with <br />hazardous materials as required by the Commonwealth of Virginia Department of <br />Emergency Management\\ VDEM. <br /> <br />Discussion: <br /> <br /> This program funding is instrumental in supporting the SRHMR Team, which <br />protects the environment and the health, safety and welfare of the people of the <br />Commonwealth of Virginia from the dangers and potential dangers of accidents and <br />incidents involving hazardous materials. <br /> <br />Financial Impact: <br /> <br /> The City is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the appropriate budget code. <br /> <br /> SRHMR will proceed with the necessary purchases in accordance with the <br />established guidelines by the Commonwealth of Virginia Department of Emergency <br /> <br />Management\\VDEM. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $30,000 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2021 GRANTS FUND FOR USE BY THE HAZARDOUS MATERIALS EMERGENCY <br />RESPONSE TEAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 155 - Adoption of an ordinance accepting $500,000 in funding from the Virginia <br />Department of Transportation and appropriating said amount to the West Norfolk <br />Road Economic Development Access Road Project in the FY 2022 Capital <br />Improvement Fund Budget. <br /> <br />Background: <br /> <br /> The Economic Development Access (EDA) Program is a state-funded incentive <br />designed to assist Virginia localities in attracting sustainable businesses that create jobs <br />and generate tax revenues within the locality. <br /> <br /> The program makes funds available to localities for road improvements needed to <br />provide adequate access for new or substantially expanded qualifying establishments. <br />Economic Development Access funds are allocated by the Commonwealth <br />Transportation Board (CTB) in accordance with its policy <br /> <br /> These funds may be used for financing the construction or improvement of <br />secondary or local system roads within eligible localities that are part of the Urban System <br /> <br />Discussion: <br /> <br /> Certain portions of West Norfolk Road were identified as needing improvements <br /> <br />to fully support the Lineage Project <br /> <br /> The road improvements will benefit existing and future businesses in the industrial <br /> <br />corridor. <br /> <br /> The road project was scoped and submitted to VDOT for evaluation under the EDA <br />Program. VDOT recommended the project to the Commonwealth Transportation Board <br />(CTB) for approval. <br /> <br /> <br /> The CTB approved the funding for the project. <br /> <br /> <br /> <br /> <br />
