May 25, 2021  The funds received enable Portsmouth, as the lead City for the Southside Regional Hazardous Materials Emergency Response Team, to maintain a superior level of readiness regarding response, equipment, training, and technical expertise in dealing with hazardous materials as required by the Commonwealth of Virginia Department of Emergency Management\\ VDEM. Discussion:  This program funding is instrumental in supporting the SRHMR Team, which protects the environment and the health, safety and welfare of the people of the Commonwealth of Virginia from the dangers and potential dangers of accidents and incidents involving hazardous materials. Financial Impact:  The City is not required to provide a cash or in-kind match. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will assign the appropriate budget code.  SRHMR will proceed with the necessary purchases in accordance with the established guidelines by the Commonwealth of Virginia Department of Emergency Management\\VDEM. Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $30,000 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2021 GRANTS FUND FOR USE BY THE HAZARDOUS MATERIALS EMERGENCY RESPONSE TEAM.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 155 - Adoption of an ordinance accepting $500,000 in funding from the Virginia Department of Transportation and appropriating said amount to the West Norfolk Road Economic Development Access Road Project in the FY 2022 Capital Improvement Fund Budget. Background:  The Economic Development Access (EDA) Program is a state-funded incentive designed to assist Virginia localities in attracting sustainable businesses that create jobs and generate tax revenues within the locality.  The program makes funds available to localities for road improvements needed to provide adequate access for new or substantially expanded qualifying establishments. Economic Development Access funds are allocated by the Commonwealth Transportation Board (CTB) in accordance with its policy  These funds may be used for financing the construction or improvement of secondary or local system roads within eligible localities that are part of the Urban System Discussion:  Certain portions of West Norfolk Road were identified as needing improvements to fully support the Lineage Project  The road improvements will benefit existing and future businesses in the industrial corridor.  The road project was scoped and submitted to VDOT for evaluation under the EDA Program. VDOT recommended the project to the Commonwealth Transportation Board (CTB) for approval.  The CTB approved the funding for the project.
