<br />Motion by Mr. Moody, and seconded by Dr. Whitaker, to concur with the
<br />recommendation of the Planning Commission that UP-21-05 be approved on first reading,
<br />and was adopted by the following vote:

<br />(c) Z-21-01VICTORY VILLAGE - Stephen R. Romine, on behalf of the
<br />Economic Development Authority, is requesting to rezone
<br />approximately 56.916 acres at 3560 Victory Blvd., 0 Campus Dr.,
<br />0 Victory Blvd., 0 Village Way, 111 Campus Dr., 0 Freedom Ave.,
<br />271 Freedom Ave., 175 Freedom Ave., and 3606 Victory Blvd. to
<br />an entertainment overlay district within the High Intensity Mixed-
<br />Use (MU-H) zoning district. The Future Land Use Map of the Build
<br />One Portsmouth Comprehensive Plan designates this property for
<br />Mixed-Use Employment. The property is owned by the Economic
<br />Development Authority. Planning Commission recommends
<br />approval.

<br />impacts of the proposed casino.

<br />4. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the location of the
<br />proposed casino.

<br />5. Souleymane Fall, 1845 Walnut Street, Philadelphia, PA, spoke in support of this item.

<br />140c), Item UP-21-06 (21-140d), and Item UP-21-07 (21-140e) to the May 25, 2021 City
<br />Council meeting.

<br /> Substitute motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to concur
<br />with the recommendation of the Planning Commission that Z-21-01 be approved on first
<br />reading, and failed by the following vote:

<br />casino gaming establishment on the approximately 38.74-acre
<br />property at 3560 Victory Blvd., 0 Campus Dr., 0 Victory Blvd., 0
<br />Village Way., 111 Campus Dr., and 3606 Victory Blvd. in the High
<br />Intensity Mixed-Use (MU-H) zoning district. The Future Land Use
<br />Map of the Build One Portsmouth Comprehensive Plan designates
<br />this property for Mixed-Use Employment. The property is owned by
<br />the Economic Development Authority. Planning Commission
<br />recommends approval with conditions.
