May 11, 2021 <br /> <br />(e) UP-21-07 VICTORY VILLAGE - Stephen R. Romine, on behalf of the Economic <br />Development Authority, is requesting a Use Permit for a full service <br />hotel on the approximately 38.74-acre property at 3560 Victory Blvd, <br />0 Campus Dr., 0 Victory Blvd., 0 Village Way., 111 Campus Dr., and <br />3606 Victory Blvd. in the High Intensity Mixed-Use (MU-H) zoning <br />district. The Future Land Use Map of the Build One Portsmouth <br />Comprehensive Plan designates this property for Mixed-Use <br />Employment. The property is owned by the Economic Development <br />Authority. Planning Commission recommends approval with <br />conditions. <br /> <br /> Motion by Mr. Barnes, and seconded by Mr. Battle, to defer Items Z-21-01 (21- <br />140c), Item UP-21-06 (21-140d), and Item UP-21-07 (21-140e) to the May 25, 2021 City <br />Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Whitaker, Woodard <br />Nays: Lucas-Burke, Moody, Glover <br /> <br />- City Manager’s Report - <br /> <br />21 - 141 - Adoption of ordinances to appropriate the total sum of $707,316,010 for <br />the operation of the City Government for Fiscal Year 2022 for the following areas: <br />City Operating Budget -- $461,405,625; Capital Improvement Fund $25,296,500; and <br />Portsmouth Public Schools Operating Budget – $219,140,655. <br /> <br />Background: <br /> <br /> On March 22, 2021, the City Manager presented the proposed Fiscal Year 2022 <br />Operating Budget and Capital Improvement Program (CIP) to City Council to include <br />Portsmouth Public Schools. <br /> <br /> The proposed Capital Improvement Program (CIP) is for Fiscal Years 2022-2026, <br />with an appropriation of the necessary funds in the Capital Improvement Fund and the <br />Parking Authority Capital Improvement Fund for Year One of the Program. <br /> <br /> The budget was discussed during March and April with each member of City <br />Council and virtual public hearings were held on April 13 and 27, 2021. The attached <br />ordinances are required for adoption of the Fiscal Year 2022 Operating Budget and the <br />Capital Improvement Budget. <br /> <br />Discussion: <br /> <br /> Per Section 3.16 of the City Charter, the budget must be in balance, with estimated <br />expenditures equaling appropriations. The Proposed Operating and Capital Improvement <br />Budgets for Fiscal Year 2022 comply with this law. <br />City Operating Budget <br /> <br /> The Ordinances necessary to adopt the Fiscal Year 2022 Operating Budget are <br />attached to this report for City Council action as follows: <br />a) Adoption of an ordinance to amend and re-enact ordinance No. 2020-32 to impose <br />and levy taxes for the Fiscal Year beginning July 1, 2021 and ending June 30, 2022, on <br />real estate, tangible personal property, privately-owned pleasure boats, privately-owned <br />camping trailers and motor homes, and machinery and tools within the City of Portsmouth, <br />Virginia, for the purpose of raising revenue for the support of governmental operations <br />and the public free schools and to pay principal and interest on the public debt. The <br />ordinance re-ordains the current tax on real estate and public service corporations at <br />$1.30 on each $100.00 assessed valuation. <br />b) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase monthly stormwater utility fees as of July 1, 2021 <br />as authorized by Section 31.2-26 of said Code. <br />c) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase rates for water and sewage services as <br />authorized by sections 38-83 and 38-117 of said Code. <br /> <br /> <br /> <br /> <br /> <br /> <br />
