May 11, 2021 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, May 11, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />The following statement was read by Mayor Glover: <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 11 day of May <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, of a Virtual Called <br />Meeting of April 27, 2021, and of a Virtual Meeting of April 27, 2021, and was adopted by <br />the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />21 - 140 - Public hearing on use permit and rezoning applications: <br /> <br />(a) UP-21-04 PRENTIS PLACE - Robert C. Barclay, IV, Esquire, on behalf of Safe <br />Harbor Behavioral Health, LLC, requests a Use Permit for a <br />residential drug and alcohol treatment facility at 1819 Elm Avenue. <br />The property is zoned Neighborhood Mixed Use, NMU. The Build <br />One Portsmouth Comprehensive Plan recommends mixed <br /> <br />residential development. Planning Commission recommends <br />approval with conditions. <br /> <br />1. Tim Webb, 2700 London Blvd, presented the application. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Woodard, to concur with the <br />recommendation of the Planning Commission that UP-21-04 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Moody, Whitaker, Woodard, Glover <br />Nays: None <br />Abstain: Lucas-Burke (Property owner) <br /> <br /> <br />(b) UP-21-05 GEORGE WASHINGTON HIGHWAY COMMERCIAL CORRIDOR <br />- Wayne Cummins requests a Use Permit for a Light Manufacturing <br />business consisting of a metal fabrication shop and warehouse at <br />3409 George Washington Highway. The property is zoned General <br />Mixed Use, GMU. The Build One Portsmouth Comprehensive Plan <br />recommends commercial development. Planning Commission <br />recommends approval with conditions. <br /> <br />1.
