April 13, 2021 <br /> <br />Discussion: <br /> <br /> The Portsmouth Sheriff’s Office Project Lifesaver program is a rescue and <br />recovery program developed specifically for individuals with Alzheimer’s disease or a <br />related dementia disorder. The program is administered by the Portsmouth Sheriff’s <br />Office; however, members of the Portsmouth Police Department and the Portsmouth Fire <br />Department are trained to use the wearable locating technology equipment. When an <br />enrolled client is reported missing, Portsmouth Police Dispatchers enter detailed <br />information into the Computer Aided Dispatch (CAD) system, and immediately relay this <br />information to all partner agencies. Deputies, Police Officers, and Fire/EMS personnel <br />use the client’s individualized frequency to pinpoint their position for rescue and recovery. <br />Project Lifesaver® states that “recovery times for Project Lifesaver agencies average 30 <br />minutes, which is 95% less time than standard operations without Project Lifesaver.” <br /> <br />Financial Impact: <br /> <br /> <br /> There is no local match and no obligation for continued funding from the City of <br /> <br />Portsmouth. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustments. In <br />addition, the Portsmouth Sheriff’s Office will provide grant management and oversight. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PROJECT LIFESAVER GRANT FUNDING IN THE <br />AMOUNT OF $6,000 FROM THE ALZHEIMER’S FOUNDATION OF AMERICA AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2021 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH SHERIFF’S OFFICE.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 115 - Adoption of an ordinance accepting Kids Meals Program grant funding in <br />the amount of $124,440 from the Virginia Department of Education and <br />appropriating said amount in the FY 2021 Grants Fund for use by the Department <br />of Parks, Recreation and Tourism. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a reimbursement grant through the Virginia <br />Department of Education from United States Department of Agriculture (USDA) for the <br />Child and Adult Care Food Program (CACFP) Kids Meals Program, effective September <br />2020, and administered by the Department of Parks, Recreation & Tourism. <br /> <br /> The Non-Congregate program provides an evening snack and a dinner meal at the <br />three (3) Recreation Centers and one (1) faith-based site during the school year. The <br />COVID-19 pandemic has greatly decreased the number of sites. <br /> <br />Discussion: <br /> <br /> The Child and Adult Care Food Program (CACFP) Kids Meals Program for 2020- <br />2021 school year has been impacted greatly by the COVID-19 pandemic and only <br /> <br />includes the above mentioned four (4) sites. It is estimatedthat the program will serve <br />170 snacks and 170 dinners daily. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br />
