April 13, 2021 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br /> The full implementation of the Child and Adult Care Food Program (CACFP) Kids <br />Meals Program throughout the 2020-2021 school year. <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING KIDS MEALS PROGRAM GRANT FUNDING IN THE <br />AMOUNT OF $124,440 FROM THE VIRGINIA DEPARTMENT OF EDUCATION AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2021 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF PARKS, RECREATION AND TOURISM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 116 - Adoption of an ordinance accepting Summer Food Service Program grant <br />funding in the amount of $505,792.50 from the Virginia Department of Education <br />and appropriating said amount in the FY 2021 Grants Fund for use by the <br />Department of Parks, Recreation and Tourism. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a reimbursement grant through the Virginia <br />Department of Education from United States Department of Agriculture (USDA) for the <br />Summer Food Service Program (SFSP) effective September 2020 administered by the <br />Department of Parks, Recreation & Tourism. <br /> <br /> The Non-Congregate program provides a dinner meal to the surrounding <br />communities of the four (4) Recreation Centers, one (1) faith-based site, two (2) private <br />housing communities and five (5) Portsmouth Redevelopment and Housing communities <br />during the school year. Due to the COVID-19 pandemic these meals are transported via <br />vans and distributed by Parks, Recreation and Tourism from the vans at the community <br />bus stops or in front of rental offices. <br /> <br />Discussion: <br /> <br /> The Summer Food Service Program (SFSP) for 2020-2021 school year has been <br />approved by waivers from the state due to the COVID-19 pandemic and includes the <br />above mentioned sites. Normally this program is only implemented during the summer <br /> <br />months. It is estimatedthat the program will serve 119,010 dinners from September to <br />June. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required.
