April 13, 2021 <br /> <br />- Unfinished Business - <br /> <br />21 - 87 - Rezoning and use permit: <br /> <br /> <br />(a) Z-20-10DOWNTOWN - Robert C. Barclay IV, of Cooper, Spong & Davis, <br />P.C., requests to rezone approximately 5.38 acres at 0 Effingham <br />Street from Downtown D1 T5 sub-district to General Mixed-Use <br />(GMU) in order to develop a self-service storage facility. The <br />applicant is concurrently requesting a Use Permit for the self-service <br />storage facility use (UP-20-11). The Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan designates the property <br />as Mixed-Use Employment. The property is owned by the <br />Portsmouth Redevelopment and Housing Authority (PRHA). <br />Deferred from the March 9, 2021 City Council meeting. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to concur with the <br />recommendation of the Planning Commission that Z-20-10 be approved on first reading, <br />and was denied by the following vote: <br /> <br />Ayes: Lucas-Burke, Moody, Glover <br />Nays: Barnes, Battle, Whitaker, Woodard <br /> <br /> <br /> There was a majority consensus of City Council to not bring this item back for a second <br />reading. <br /> <br /> <br />(b) UP-20-11DOWNTOWN - Robert C. Barclay IV, of Cooper, Spong & Davis, <br />P.C., requests a Use Permit for a three-story 103,350 square-foot <br />climate-controlled self-service storage facility with 793 units at 0 <br />Effingham Street. The property is currently zoned Downtown (D1) in <br />the T5 sub-district. The applicant is concurrently requesting a <br />Rezoning of the property to the General Mixed-Use (GMU) zoning <br />district (Z-20-10). The Future Land Use Map of the Build One <br />Portsmouth Comprehensive Plan designates the property as Mixed- <br />Use Employment. The property is owned by the Portsmouth <br />Redevelopment and Housing Authority (PRHA). Deferred from the <br />March 9, 2021 City Council meeting. <br /> <br /> <br /> Because Item UP-20-11 was contingent on the approval of Item Z-20-10, Item UP-20- <br />11 became null and void. <br /> <br />- City Manager’s Report - <br /> <br />21 - 114 - Adoption of ordinance accepting Project Lifesaver grant funding in the <br />amount of $6,000 from the Alzheimer’s Foundation of America and appropriating <br />said amount in the FY 2021 Grants Fund for use by the Portsmouth Sheriff’s Office. <br /> <br />Background: <br /> <br /> The AFA’s Project Lifesaver Grant is available only to AFA, International members <br />in good standing. The intent of the grant is to help fund wandering prevention programs <br />and other publicly safety initiatives designed to protect individuals living with dementia- <br />related illnesses such as Alzheimer's disease.
