<br /> On September 8, 2020, City Council amended the original appropriation by re-
<br />appropriating a preliminary amount totaling $430,608, of which $1,429 was encumbered
<br />but expended funds and $429,179 was unencumbered funds, from the FY 2020 PPS
<br />Grants Fund Budget to the FY 2021 PPS Grants Fund Budget (Ordinance 2020-86).

<br /> On November 10, 2020, City Council amended the appropriation by re-
<br />appropriating $8,257,914 in unexpended grant funds from the FY 2020 PPS Grants Fund
<br />Budget to the FY 2021 PPS Grants Fund Budget (Ordinance 2020-117).
<br />
<br /> On November 10, 2020, City Council further amended the appropriation by
<br />appropriating the amount of $7,930,124 of new federal CARES Act funding received from
<br />the Virginia Department of Education (Ordinance 2020-118), bringing the total FY 2021
<br />PPS Grants Fund appropriation to $35,678,576.

<br /> On January 21, 2021, the Portsmouth School Board adopted a Resolution
<br />requesting that the City Council appropriate the additional amount of $1,063,316 of new
<br />federal CARES Act funding received from the Virginia Department of Education to the FY
<br />2021 PPS Grants Fund.

<br />Discussion:

<br /> The Portsmouth Public Schools received an additional allocation of CARES Funds
<br />totaling $1,063,316. The funds are Elementary and Secondary Schools Emergency
<br />Relief (ESSER) funds and Governor’s Emergency Education Relief (GEER) funds
<br />

<br />ordinance, and was adopted by the following vote:

<br />“ORDINANCE ACCEPTING CARES ACT FUNDING IN THE AMOUNT OF $1,063,316
<br />FROM THE VIRGINIA DEPARTMENT OF EDUCATION AND APPROPRATING SAID
<br />AMOUNT INTO THE FY 2021 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND
<br />BUDGET.”

<br />21 - 59 - Adoption of an ordinance accepting a Rescue Squad Assistance Fund
<br />grant in the amount of $22,415 from the Virginia Department of Health Office of
<br />Emergency Health Services and appropriating said amount into the FY 2021 Grants
<br />Fund for use by the Portsmouth Department of Fire, Rescue and Emergency
<br />Services.

<br />Background:
<br />
<br /> The Financial Assistance of Emergency Medical Services Grants Program, known
<br />as the Rescue Squad Assistance Fund (RSAF) Grant Program is a multi-million dollar
<br />matching grant program for Virginia governmental, volunteer and non-profit EMS
<br />
<br />agencies and organizations to provide financial assistance based on demonstrated need.
