February 9, 2021 <br /> <br /> <br /> The primary goal of this program is to financially assist governmental, volunteer <br />and non-profit EMS agencies to purchase EMS equipment, supplies and vehicles and <br /> <br />provide needed EMS programs and projects. <br /> <br /> <br /> The Grant is primarily a reimbursement grant that requires the grantee to make the <br />purchase for the awarded item(s) and then submit an invoice for reimbursement. <br /> <br /> Discussion: <br /> <br /> This grant allows for the purchase of necessary equipment in support of the <br />Portsmouth Fire, Rescue and Emergency Services (PFRES) to purchase 2 Powered <br />Ambulance Cots and 2 Stair Chair Systems. <br /> <br />Financial Impact: <br /> <br /> This grant requires a dollar for dollar cash match of $22,415.82, which match has <br />previously been appropriated as part of the FY 2021 General Fund Budget for the <br /> <br />Department of Fire, Rescue and Emergency Services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary changes. <br /> <br /> <br /> Acceptance of the grant award and sign the Memorandum of Agreement\\MOA. <br /> <br /> <br /> Purchase EMS equipment in support of PFRES operations. <br /> <br /> <br /> Submit all invoices and final reports to the OEMS for reimbursement. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A RESCUE SQUAD ASSISTANCE FUND GRANT IN THE <br />AMOUNT OF $22,415 FROM THE VIRGINIA DEPARTMENT OF HEALTH OFFICE OF <br />EMERGENCY HEALTH SERVICES AND APPROPRIATING SAID AMOUNT INTO THE <br />FY 2021 GRANTS FUND FOR USE BY THE PORTSMOUTH DEPARTMENT OF FIRE, <br />RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 60 - Adoption of an ordinance to amend and reordain Article III of Chapter 7 of <br />the Code of the City of Portsmouth, Virginia (Building Code), including by adding <br />a new Division Three (Appeals), to amend and reordain Article III of Chapter 13 of <br />the Code of the City of Portsmouth, Virginia (Fire Prevention Code) by adding a <br />new Section 13-90, and to amend and reordain Article II of Chapter 17 of the Code <br />of the City of Portsmouth, Virginia (Building and Structures Maintenance Code), <br />including by deleting Division Two (Housing Board of Adjustments and Appeals), <br />all for the purpose of simplifying and streamlining the process for appealing <br />determinations of the Department of Permits and Inspections, the Building Official, <br />and the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Uniform Statewide Building Code (VUSBC) governs building code and <br />property maintenance issues in the Commonwealth of Virginia. The VUSBC includes <br />three sections: the Construction Code, the Existing Building Code, and the Maintenance <br />Code. <br /> <br /> Portsmouth has adopted the VUSBC through Section 7-96 of the City Code. <br /> <br /> Under the VUSBC, localities are required to establish a local Board of Building <br />Code Appeals (“BBCA”) to hear appeals of determinations by the Building Official and the <br />Department of Permits and Inspections. <br /> <br /> Portsmouth has established a local BBCA, but has also established a separate <br />and similar board called the Housing Board of Adjustments and Appeals (“HBAA”). <br /> <br /> <br /> <br /> <br /> <br />
