February 9, 2021 <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Whitaker, Woodard <br />Nays: Moody, Glover <br /> <br />- City Manager’s Report - <br /> <br />21 - 57 - Adoption of an ordinance to amend Section 10-97 of Chapter 10 of the <br />Code of the City of Portsmouth, Virginia (2006), as amended, to change the voting <br />location for Precinct Number 11 from Mount Hermon Village to Joseph E. Parker <br />Recreation Center, located at 2430 Turnpike Road, and to formally change the name <br />of Precinct Number 11 to “Joseph E. Parker Recreation Center”. <br /> <br />Background: <br /> <br /> The Portsmouth Electoral Board recommends moving the polling place for Precinct <br />No. 11, Mt. Hermon Village, located at 2400 Cutherell Street, to Joseph E. Parker <br /> <br />Recreation Center, 2430 Turnpike Road. <br /> <br />Discussion: <br /> <br /> Joseph E. Parker Recreation Center is located at 2430 Turnpike Road. The <br /> <br />proposed polling place is within the precinct boundary lines. <br /> <br /> The recreation center has 31 parking spaces, is handicapped accessible, has four <br />handicapped parking spaces and on street parking, and is accessible by public <br />transportation. There will be additional handicapped parking spaces during a general <br />election. <br /> <br /> 01/12/2021. <br /> Precinct No. 11 has1729 registered voters as of <br /> <br /> As required by the Department of Elections, the proposed ordinance also <br /> <br />designates the name of Precinct 11 as the name of the voting location. <br /> <br />Financial Impact: <br /> <br /> The financial impact will be minimal. Voters registered in the precinct will be <br />notified of the change once approved as required by Virginia Code §24.2-306. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The General Registrar/Director of Elections will notify voters by mail of the new <br />precinct location in a timely manner and will advertise the change in the local newspaper. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND SECTION 10-97 OF CHAPTER 10 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (2006), AS AMENDED, TO CHANGE THE <br />VOTING LOCATION FOR PRECINCT NUMBER 11 FROM MOUNT HERMON <br />VILLAGE TO JOSEPH E. PARKER RECREATION CENTER, LOCATED AT 2430 <br />TURNPIKE ROAD, AND TO FORMALLY CHANGE THE NAME OF PRECINCT <br />NUMBER 11 TO “JOSEPH E. PARKER RECREATION CENTER”.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 58 - Adoption of an ordinance accepting CARES Act funding in the amount of <br />$1,063,316 from the Virginia Department of Education and appropriating said <br />amount into the FY 2021 Portsmouth Public Schools Grants Fund Budget. <br /> <br />Background: <br /> <br /> As part of the adoption of the annual budget, City Council appropriated <br />$19,059,930 to the FY 2021 Grants Fund for the Portsmouth Public Schools (PPS) on <br />May 12, 2020. <br /> <br /> <br /> <br /> <br /> <br /> <br />
