February 9, 2021 Ayes: Barnes, Battle, Lucas-Burke, Whitaker, Woodard Nays: Moody, Glover - City Manager’s Report - 21 - 57 - Adoption of an ordinance to amend Section 10-97 of Chapter 10 of the Code of the City of Portsmouth, Virginia (2006), as amended, to change the voting location for Precinct Number 11 from Mount Hermon Village to Joseph E. Parker Recreation Center, located at 2430 Turnpike Road, and to formally change the name of Precinct Number 11 to “Joseph E. Parker Recreation Center”. Background:  The Portsmouth Electoral Board recommends moving the polling place for Precinct No. 11, Mt. Hermon Village, located at 2400 Cutherell Street, to Joseph E. Parker Recreation Center, 2430 Turnpike Road. Discussion:  Joseph E. Parker Recreation Center is located at 2430 Turnpike Road. The proposed polling place is within the precinct boundary lines.  The recreation center has 31 parking spaces, is handicapped accessible, has four handicapped parking spaces and on street parking, and is accessible by public transportation. There will be additional handicapped parking spaces during a general election.  01/12/2021. Precinct No. 11 has1729 registered voters as of  As required by the Department of Elections, the proposed ordinance also designates the name of Precinct 11 as the name of the voting location. Financial Impact:  The financial impact will be minimal. Voters registered in the precinct will be notified of the change once approved as required by Virginia Code §24.2-306. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The General Registrar/Director of Elections will notify voters by mail of the new precinct location in a timely manner and will advertise the change in the local newspaper. Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND SECTION 10-97 OF CHAPTER 10 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006), AS AMENDED, TO CHANGE THE VOTING LOCATION FOR PRECINCT NUMBER 11 FROM MOUNT HERMON VILLAGE TO JOSEPH E. PARKER RECREATION CENTER, LOCATED AT 2430 TURNPIKE ROAD, AND TO FORMALLY CHANGE THE NAME OF PRECINCT NUMBER 11 TO “JOSEPH E. PARKER RECREATION CENTER”.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 58 - Adoption of an ordinance accepting CARES Act funding in the amount of $1,063,316 from the Virginia Department of Education and appropriating said amount into the FY 2021 Portsmouth Public Schools Grants Fund Budget. Background:  As part of the adoption of the annual budget, City Council appropriated $19,059,930 to the FY 2021 Grants Fund for the Portsmouth Public Schools (PPS) on May 12, 2020.
