<br />At a Virtual Meeting of the City Council on Tuesday, February 9, 2021, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim
<br />City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg.

<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Mayor Glover made the following statement:
<br />
<br />
<br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due
<br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration
<br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus
<br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the
<br />th
<br />Portsmouth City Council is being held by video conference on the 9 day of February,
<br />2021 without a quorum present in the City Council Chamber in order to reduce the likely
<br />spread of the coronavirus. Each city council member is participating from their home and
<br />I am in the City Council Chamber. This meeting is being held in accordance with
<br />Portsmouth City Ordinance 2020-102.”

<br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to approve the
<br />minutes of a Virtual Called Meeting of January 25, 2021, of a Virtual Called Meeting of
<br />January 26, 2021, and of a Virtual Meeting of January 26, 2021, and was adopted by the
<br />following vote:

<br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover
<br />Nays: None

<br />- Public Hearing -
<br />
<br />21 - 54 - Rezoning application:
<br />
<br />Z-20-09 CRADOCK - Jeffrey M. Harper, of City of Portsmouth Engineering
<br />Department, is requesting to rezone approximately 1.16 acres at
<br />4117 George Washington Highway from Historic Residential (HR) to
<br />Historic Limited Business (HLB) in order to construct a new 16,600
<br />square-foot fire station. The Future Land Use Map of the Build One
<br />Portsmouth Comprehensive Plan designates this property for
<br />Preservation/Open Space. The property is owned by the City of
<br />Portsmouth. Planning Commission recommends approval.
<br />
<br />Motion by Dr. Whitaker, and seconded by Mr. Moody, to table Item Z-20-09, and
<br />was adopted by the following vote:

<br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover
<br />Nays: None
<br />
<br />21-55 - Invitation for bids for a wireless facilities franchise.
<br />
<br />There were no additional bids submitted for consideration.
<br />
<br />21 - 56 - Public hearing on wireless facilities franchise agreement:
<br />
<br /> Adoption of an ordinance or ordinances accepting the bid\[s\] of one or more
<br />offerors, including SQF, LLC, for a non-exclusive wireless facilities franchise and further
<br />authorizing the execution of a Non-Exclusive Wireless Facilities Franchise Agreement.
<br />

<br /> Motion by Mr. Barnes, and seconded by Dr. Whitaker, to defer item 21-56 to the
<br />March 9, 2021 City Council meeting, and was adopted by the following vote:
