January 26, 2021 <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT <br />OF $100 FROM THE TIDEWATER BAPTIST WOMEN MINISTRY AND EDUCATIONAL <br />CONVENTION AND APPROPRIATING SAID FUNDS TO THE FY 2021 GRANTS FUND <br />FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO SUPPORT FOSTER <br />CARE FAMILIES.” <br /> <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 42 - Adoption of an ordinance (1) accepting Flood Mitigation Assistance Grant <br />funding in the amount of $200,000 from the Virginia Department of Emergency <br />Management and appropriating the said amount into the FY 2021 Grants Fund and <br />(2) transferring $50,000 from the Stormwater Category of the FY 2021 Capital <br />Improvement Fund Budget to the FY 2021 Grants Fund to serve as the required <br />local match for the Flood Mitigation Assistance Grant. <br /> <br />Background: <br /> <br /> Each fiscal year the Virginia Department of Emergency Management (VDEM) <br />provides an opportunity for localities to apply for grants through FEMA. <br /> <br /> The City’s flood resiliency team applied for and received a Flood Mitigation <br />Assistance Grant. <br /> <br />Discussion: <br /> <br /> <br /> This project will help Portsmouth homeowners understand their risk from flooding, <br />learn about potential mitigation strategies that they could take to reduce risk, and provide <br />them with tools for choosing and implementing those strategies. <br /> <br /> Each homeowner will have access to developing a personalized toolkit that will <br />provide cost-effective, customized solutions based on their neighborhood, home <br />characteristics, and exposure to hazards. <br /> <br /> In addition, funding options for each mitigation strategy will be presented, and next <br />steps outlined to guide the homeowner in beginning the implementation process. <br /> <br />Financial Impact: <br /> <br /> <br /> The Flood Mitigation Assistance Grant Award is $200,000 and will increase the <br />Stormwater CIP by this amount. <br /> <br /> The local share is $50,000 and is already budgeted in the Stormwater CIP.
