January 26, 2021 <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 43 - Adoption of an ordinance appropriating the sum of $131,000 from the <br />General Fund Unassigned Fund Balance to the Contractual line item of the FY 2021 <br />General Fund Operating Budget for the Department of Engineering and Technical <br />Services. <br /> <br />Background: <br /> <br /> By Ordinance 2020-54 adopted on June 23, 2020, City Council authorized the <br />transfer of $250,000 from the City Manager’s Contingency line item in the FY 2020 <br />General Fund Budget to the FY 2020 Department of Engineering Budget for the purpose <br />of removing the Confederate Monument from the intersection of High and Court Streets. <br /> <br /> The transfer was made only a week prior to the end of the Fiscal Year. <br /> <br /> Because of this, by the time the removal of the Monument had been completed <br />and invoiced, the transferred funding from the FY 2020 Budget had lapsed and payment <br />for the work instead had to be made using funds from the FY 2021 Department of <br />Engineering Budget. <br /> <br /> As a result, the Monument removal depleted FY 2021 funding that the Department <br />of Engineering was relying upon to perform routine activities such as studies, surveys, <br />etc. arising out of citizen concerns. <br /> <br />Discussion: <br /> <br /> <br /> The work associated with removing and storing the Confederate Monument cost <br />$131,000. <br /> <br /> As of July 1, 2020 the money that was transferred within the FY 2020 General <br />Fund Budget by Ordinance 2020-54 to pay for the Monument work lapsed into Fund <br />Balance. <br /> <br /> So that the Engineering Department has adequate funding to perform routine <br />activities, it is necessary to transfer $131,000 of the lapsed funding from Unassigned <br />Fund Balance to the FY 2021 Department of Engineering Budget. <br /> <br />Financial Impact: <br /> <br /> <br /> The General Fund Unassigned Fund Balance will be reduced by $131,000 and the <br />FY 2021 Department of Engineering Budget will be increased by $131,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget transfers. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING THE SUM OF $131,000 FROM THE GENERAL <br />FUND UNASSIGNED FUND BALANCE TO THE CONTRACTUAL LINE ITEM OF THE <br />FY 2021 GENERAL FUND OPERATING BUDGET FOR THE DEPARTMENT OF <br />ENGINEERING AND TECHNICAL SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />21 - 44 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
