January 26, 2021 <br /> <br />Discussion: <br /> <br /> Family Partnership Meeting (FPM) Incentive Funds are to assist with costs for local <br />staff expenses associated with conducting FPMs, such as payments to trained facilitators <br />for conducting FPMs, search activities to locate and include family members, and <br />payments to coaches for internal facilitators. <br /> <br /> Funds allow for the purchase of tangible items used to support the FPM process <br />(such as laptops, printer, flip charts, etc.) FPM funds are also utilized to support family <br />participation in the FPMs. Allowable expenses include transportation for family members <br /> <br />to and from FPMs and child care provided during FPMs. <br /> <br /> Family Partnership Meeting Allocations funding from the Virginia Department of <br />Social Services in the amount of $2,100 was earned during the period from June 1, 2020 <br />– August 31, 2020. <br /> <br />Financial Impact: <br /> <br /> <br /> A local match is required.The local match is 15.5% and budgeted as part of the <br />FY 2021 Budget for the department. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING FROM THE VIRGINIA DEPARTMENT OF <br />SOCIAL SERVICES IN THE AMOUNT OF $2,100 AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2021 SOCIAL SERVICES FUND FOR THE FAMILY <br />PARTNERSHIP MEETING INCENTIVE PROGRAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 41 - Adoption of an ordinance accepting with appreciation a donation in the <br />amount of $100 from the Tidewater Baptist Women Ministry and Educational <br />Convention and appropriating said funds to the FY 2021 Grants Fund for use by <br />the Department of Social Services to support foster care families. <br /> <br />Background: <br /> <br /> Foster care is intended to be a temporary rather than a long-term solution for <br />children who have been removed from their birth family homes for reasons of neglect, <br />abuse, abandonment, or other issues endangering their health and/or safety. Every effort <br />is made to help the child remain with his or her family; however, when a child comes into <br />foster care they are most often placed in a foster home. The foster family works as a team <br />with the local department of social services, the biological family, the child (when <br />applicable) and any additional community partners. <br /> <br />Discussion: <br /> <br /> The DSS received a check from Tidewater Baptist Women’s Ministry and <br />Education Convention, in the amount of $100. <br /> <br /> Donated funds are to be utilized for the Department of Social Services assist foster <br />care families. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available to assist citizens in need would increase by $100. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br /> <br /> <br /> <br /> <br /> <br />
