January 26, 2021 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, January 26, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due <br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration <br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus <br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the <br />th <br />Portsmouth City Council is being held by video conference on the 26 day of January, <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br /> Motion by Dr. Whitaker, and seconded by Mr. Moody, to approve the minutes of a <br />Virtual Called Meeting of January 12, 2021, and of a Virtual Meeting of January 12, 2021, <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />21 - 17 - Use permit: <br /> <br /> Lisa Murphy, 440 Monticello Avenue, Suite 2200, Norfolk, VA, provided an update <br /> <br />on requests made by City Council at the January 12, 2021 City Council meeting. <br /> <br />1. Kenneth Woolard, 462 Washington Street, commented in support of this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt a resolution <br />denied on first reading at the January 12, 2021 meeting, and was denied by the following <br />vote: <br /> <br />Ayes: Lucas-Burke, Moody, Glover <br />Nays: Barnes, Battle, Whitaker, Woodard <br /> <br />- City Manager’s Report - <br /> <br />21 - 40 - Adoption of an ordinance accepting the amount of $2,100 from the Virginia <br />Department of Social Services and appropriating said amount in the FY 2021 Social <br />Services Fund for the Family Partnership Meeting Incentive Program. <br /> <br />Background: <br /> <br /> Family engagement is a relationship focused approach, that provides structure for <br />decision making and empowers both the family and community in the decision making <br />process. Meetings are held for all decisions involving prevention of placement in very high <br />and high risk CPS families, prior to a child’s removal from a birth or adoptive family, prior <br />to a change of placement, and prior to a change of goal. <br /> <br /> Family Partnership Meetings can be convened at any time in the process of service <br />provision. They may be requested by the birth, foster or adoptive family, legal guardian, <br />or by agency staff. <br /> <br /> <br /> <br /> <br /> <br />
