Background:  The Bulletproof Vest Partnership (BVP) Program is an initiative designed to provide critical resources to state, local and tribal jurisdictions for purchasing body armor for sworn law enforcement officers. The BVP Program is administered by the U.S. Department of Justice, Office of Justice Programs Bureau of Justice Assistance (BJA).  The purpose of the BVP Program is to reimburse states, counties, federally recognized tribes, cities, and local jurisdictions that employ law enforcement officers for up to 50% of the total cost of body armor vests purchased for those officers. Discussion:  Portsmouth has received grant funding in the amount of $11,355 from the Department of Justice (DOJ) – Bureau of Justice Assistance (BJA) for the purchase of bulletproof vests for the Portsmouth Police Department and Sherriff’s Office personnel.  Bulletproof vests will be purchased with a 50/50 allocation between the General Funds (Police and Sherriff Department’s budgets) and the grant funds. The grant will reimburse 50% of the cost expended for the purchase of bulletproof vests.  The Police Department’s match for the grant is $2,805 and the Sheriff’s Office match is $8,550. Financial Impact:  The matching funds are already in the Portsmouth Police Department’s General Fund budget and the Sherriff’s Office General Fund budget. Recommended Action:  Adoption of an Ordinance Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. In addition, the Chief of Police or designee and Sheriff or designee will provide grant management and oversight. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A BULLETPROOF VEST PARTNERSHIP PROGRAM GRANT IN THE AMOUNT OF $11,355 FROM THE U.S. DEPARTMENT OF JUSTICE AND APPROPRIATING SAID FUNDS IN THE FY 2021 GRANTS FUND BUDGET FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT AND THE PORTSMOUTH SHERIFF’S OFFICE.”
