November 24, 2020 <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 298 - Adoption of an ordinance accepting an Opioid Response Prevention <br />award in the amount of $35,000 from the Virginia Department of Behavioral Health <br />and Developmental Services and appropriating said funds in the FY 2021 Grants <br />Fund for use by the Department of BHS to address opioid misuse. <br /> <br />Background: <br /> <br /> The program aims to address the opioid crisis by increasing access to medication- <br />assisted treatment using the three FDA-approved medications for the treatment of opioid <br />use disorder, reducing unmet treatment need, and reducing opioid overdose related <br />deaths through the provision of prevention, treatment and recovery activities for opioid <br />use disorder (OUD) (including illicit use of prescription opioids, heroin, and fentanyl and <br />fentanyl analogs). <br /> <br /> This program also supports evidence-based prevention, treatment and recovery <br />support services to address stimulant misuse and use disorders, including for cocaine <br />and methamphetamine. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth Department of Behavioral Healthcare Services (PDBHS) <br />received email correspondence of award notification for FY 2021 for the amount of <br />$35,000. <br /> <br /> PDBHS would be utilizing these funds for preventive services to educate <br />individuals directly and indirectly impacted by the opioid crisis within our community. <br />PDBHS will also implement strategies identified by our State Opioid Response Logic <br />Model, using Evidence Based Work Groups (EBWG) within the schools and community. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the City. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN OPIOID RESPONSE PREVENTION AWARD IN THE <br />AMOUNT OF $35,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS <br />IN THE FY 2021 GRANTS FUND FOR USE BY THE DEPARTMENT OF BHS TO <br />ADDRESS OPIOID MISUSE.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 299 - Adoption of an ordinance to amend and reordain Article IV of Chapter 24 <br />of the Code of the City of Portsmouth, Virginia (Gambling) by amending Section <br />24-131 (Definitions) and adding new sections 24-140 and 24-141 for the purpose of <br />authorizing the activities of licensed casino gaming establishments and licensed <br />sports betting platforms. <br /> <br />Background: <br /> <br /> Currently Article IV of Chapter 24 of the City Code prohibits gambling, with certain <br /> <br />exceptions. <br /> <br /> As part of the 2020 session, the Virginia General Assembly for the first time created <br />a regulatory structure to allow and license casino gaming and sports betting within the <br /> <br />Commonwealth. <br /> <br /> <br /> <br /> <br /> <br />
