Hermon Park as Bernard D. Griffin <br />Sr. Park. <br /> <br />Background: <br /> <br /> The City has received an application request from the Griffin family and Mr. <br />Tyrone Hines to rename Mt. Hermon Park in honor of Bernard D. Griffin Sr. Mt. Hermon <br />Park is located in the Port Norfolk area of the city at 901 Florida Avenue. <br /> <br />Discussion: <br /> <br /> According to Parks, Recreation & Tourism policy, the park renaming request was <br />verified by City staff and then brought forth to the Parks and Recreation Commission. <br />During the Commission meeting on October 28, 2020, the commission allowed for public <br />input on the renaming request. All Commission members that were in attendance also <br />had the opportunity to make a statement for, against, or neutral; and a brief discussion <br />took place before voting on the agenda item. The Parks and Recreation Commission <br />voted unanimously in favor of renaming Mt. Hermon Park as Bernard D. Griffin Sr. Park <br />based on Mr. Griffin’s contributions to the City of Portsmouth and also to his contributions <br />to the Mt. Hermon community. The renaming application request and accompanying <br />documentation are included for City Council review. <br /> <br />Financial Impact: <br /> <br /> Currently, there is no sign at this park indicating park rules/regulations. We <br />propose to have a sign constructed per the Parks, Recreation & Tourism standard, which <br />will state the rules and also have the new name of the park. The estimated cost of signage <br />is between $4500 and $5000. The entire park is going to be renovated in the near future <br />using CDBG funding. The sign can be included in the renovation and paid for out of the <br />same CDBG funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution to rename the park as Bernard D.
