November 10, 2020 <br /> <br /> <br /> The total grant award amount (including local match) is $99,608.00. The grant <br />requires a local match of $49,804.00, which will be satisfied through previously budgeted <br />funds for the salary of personnel who have been assigned to the Office of Emergency <br />Management. <br /> <br />Financial impact: <br /> <br /> There is a dollar for dollar local match requirement. The match requirement is <br />already budgeted as part of the Fire, Rescue and Emergency Services’ FY 2021 budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Submission of the Grant Agreement signed by the City Manager. <br /> <br /> <br /> Submission of the Application packet signed by the City Manager. <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> PFRES Office of Emergency Management, Portsmouth Health Department and <br /> <br />Portsmouth Resilience Officer will begin implementing the goals. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Moody, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING EMERGENCY MANAGEMENT PERFORMANCE GRANT <br />(SUPPLEMENTAL) FUNDING IN THE SUM OF $49,804 FROM THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2021 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 276 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $8,257,914 from the FY 2020 Portsmouth Public Schools Grants Fund <br />Budget to the FY 2021 Portsmouth Public Schools Grants Fund Budget. <br /> <br />Background: <br /> <br /> On May 12, 2020, City Council appropriated $19,059,930 to the FY 2021 Grants <br />Fund for the Portsmouth Public Schools (PPS). <br /> <br /> On September 8, 2020, City Council appropriated an additional $430,608 that <br />originally had been appropriated to the FY 2020 PPS Grants Fund Budget but was not <br />expended before July 1, 2020. This increased the total FY 2021 PPS Grants Fund Budget <br />appropriation to $19,490,538. <br /> <br /> On October 8, 2020 the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate an additional FY 2020 carryover amount of <br />$8,257,914 to the FY 2021 PPS Grants Fund Budget. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2019-31 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2020 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 <br />of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will <br />be deemed unspent appropriations that will require re-appropriations by the City <br /> <br />Council.” <br /> <br /> Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the <br />re-appropriation of $8,257,914 in grant funding that was appropriated to the FY 2020 PPS <br />Grants Fund Budget but not expended before July 1, 2020. <br /> <br /> The following table shows the impact of the proposed re-appropriation on the FY <br />2021 PPS Grants Fund Budget: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
