November 10, 2020 <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Social Services has been awarded $4,452 in <br />Education and Training Voucher funds to assist youth in foster care with obtaining <br /> <br />supplies needed for post-secondary and vocational services. <br /> <br /> ETV federal and state funds are intended to supplement and not supplant any <br />funds which are available for the same general purposes. Expenditures for services and <br />activities are required by law to be related to the specific purposes of ETV. Supporting <br />documentation of all ETV purchases must be kept on file. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact on the City because the program is funded 100% by <br /> <br />the grant funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING EDUCATION AND TRAINING VOUCHER FUNDS IN THE <br />AMOUNT OF $4,452 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES <br />AND APPROPRIATING SAID SUM IN THE FY 2021 SOCIAL SERVICES FUND FOR <br />USE BY THE DEPARTMENT OF SOCIAL SERVICES.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 275 - Adoption of an ordinance accepting Emergency Management <br />Performance Grant (Supplemental) funding in the amount of $49,804 from the <br />Virginia Department of Emergency Management and appropriating said amount in <br />the FY 2021 Grants Fund for use by the Department of Fire, Rescue and Emergency <br />Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management has awarded localities <br />supplemental CARES Act funding received from the Federal Emergency Management <br />Agency. <br /> <br /> The 2020 Emergency Management Performance Grant Program-COVID-19 <br />Supplemental assists states, territories, tribes and local governments with their public <br />health and emergency management activities to support the prevention of, preparation <br />for, and response to the ongoing COVID-19 public health emergency. <br /> <br /> The objective of this funding opportunity is to support planning and operational <br />readiness for COVID-19 preparedness and response, development of tools and <br />strategies for prevention, preparedness, response, and ongoing communication and <br />coordination among federal, state, local, tribal and territorial partners throughout the <br />response. <br /> <br />Discussion: <br /> <br /> PFRES Office of Emergency Management in collaboration with the Portsmouth <br />Health Department and Portsmouth Resilience Officer will partner to administer and <br />complete the program objectives during the obligated period of October 9, 2020 to <br />October 9, 2021. <br /> <br /> The program objectives to be addressed include: completion of an equity <br />assessment and social vulnerabilities analysis of the local community; provision of <br />continued support for equitable COVID-19 testing; provision of support for equitable <br />COVID-19 vaccination efforts; development and distribution of communication materials <br />to support COVID-19 testing and vaccination; and provision of support for essential and <br />front-line workers in high-risk places and jobs. <br /> <br /> <br /> <br /> <br />
