November 10, 2020 <br /> <br />- City Manager’s Report - <br /> <br />20 - 273 - Adoption of an ordinance accepting an allocation of $44,014 from the <br />State Compensation Board Technology Trust Fund and appropriating said amount <br />in the FY 2021 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office <br />to fund technology maintenance and improvements. <br /> <br />Background: <br /> <br /> This Technology Trust Fund (TTF), is allocated to the Clerk of Circuit Court to <br />assist in paying for records management systems/indexing systems and <br />hardware/software maintenance costs. It is also utilized to pay for maintenance fees <br />associated with the secure remote access to the land records and court Logan System <br />incorporation. <br /> <br />Discussion: <br /> <br /> The Clerk of Circuit Court utilizes these funds for the purposes stated in Virginia <br />Code §17.1-279. <br /> <br /> The Clerk of Circuit Court has agreed to all the services and reports required by <br />this grant. <br /> <br /> <br />Financial impact: <br /> <br /> There is no local cash match required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the necessary budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALLOCATION OF $44,014 FROM THE STATE <br />COMPENSATION BOARD TECHNOLOGY TRUST FUND AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2021 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />CIRCUIT COURT CLERK’S OFFICE TO FUND TECHNOLOGY MAINTENANCE AND <br />IMPROVEMENTS.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 274 - Adoption of an ordinance accepting Education and Training Voucher <br />funds in the amount of $4,452 from the Virginia Department of Social Services and <br />appropriating said sum in the FY 2021 Social Services Fund for use by the <br />Department of Social Services. <br /> <br />Background: <br /> <br /> The Education and Training Voucher (ETV) Program provides federal and state <br />funding to help eligible youth with expenses associated with college and vocational <br />training programs. <br /> <br /> ETV benefits are available to eligible youth between the ages of 14 through 26. <br /> <br /> Eligible youth can access up to $4,452 per year or the total cost of attendance per <br />year (whichever is less), depending on the availability of funds. <br /> <br /> The purpose of the ETV Program is to pay for goods and /or services designed to <br />assist eligible youth in completing a post-secondary educational or vocational training <br />program by covering the following expenses: <br /> Tuition and fees, room and board, rental or purchase of required educational <br />o <br />equipment, materials, or supplies (including a computer, printer, and needed software for <br />school), allowance for books, supplies and transportation, special study projects related <br />to education, child care, and other related expenses. <br /> <br /> <br /> <br /> <br /> <br /> <br />
