October 27, 2020 <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 250 - Adoption of an ordinance accepting local overtime surge funding in the <br />amount of $90,000 from the Virginia Department of Social Services and <br />appropriating said funds in the FY 2021 Social Services Fund for use by DSS to pay <br />eligible staff costs resulting from COVID-19. <br /> <br /> <br />Background: <br /> <br /> The Virginia Department of Social Services has provided localities with one-time <br />funding to provide for the cost of Local Department of Social Services (LDSS) staff <br />overtime/extra work incurred during the processing of eligibility (applications and <br />renewals), mainly due to renewal extensions that were granted due to COVID-19. <br />Reimbursable costs are limited to those related to Medicaid/FAMIS, TANF, and SNAP <br />program activities performed by LDSS applicable staff. <br /> <br />Discussion: <br /> <br /> The following restrictions on this funding apply: <br /> Expenditures must be for extra hours worked beyond the staff’s normal work <br />o <br />schedule. <br /> A lot of extra hours worked by each staff member must be retained as back-up for <br />o <br />the costs submitted for reimbursement. <br /> Supervisory approval must be indicated on forms, timesheets, logs, etc. <br />o <br /> Allocating a share of overhead costs to BL 851 is NOT allowable. <br />o <br /> <br />Financial Impact: <br /> <br /> This funding will require a 15.5% local match. The local match is budgeted as <br />part of the DSS FY2021 budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING LOCAL OVERTIME SURGE FUNDING IN THE AMOUNT <br />OF $90,000 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2021 SOCIAL SERVICES FUND FOR USE <br />BY DSS TO PAY ELIGIBLE STAFF COSTS RESULTING FROM COVID-19.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 251 - Adoption of an ordinance accepting State Opioid Response II funding in <br />the amount of $410,000 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said funds in the FY 2021 Grants Fund <br />for use by the Department of BHS. <br /> <br />Background: <br /> <br /> The program aims to address the opioid crisis by increasing access to medication- <br />assisted treatment using the three FDA-approved medications for the treatment of opioid <br />use disorder, reducing unmet treatment need, and reducing opioid overdose related <br />deaths through the provision of prevention, treatment and recovery activities for opioid <br />use disorder (OUD) (including illicit use of prescription opioids, heroin, and fentanyl and <br /> <br />fentanyl analogs). <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
