October 27, 2020 <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Battle, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $20,000 OF COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM INCOME AND $26,945 OF HOME INVESTMENT PARTNERSHIPS <br />PROGRAM INCOME AND APPROPRIATING SAID AMOUNTS IN THE FY 2021 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 249 - Adoption of an ordinance appropriating $2,897,149 that was reserved by <br />Ordinance 2019-107 from the Fund Balance of the General Fund to the FY 2021 <br />General Fund Budget and transferring and appropriating said $2,897,149 from the <br />FY 2021 General Fund Budget to the FY 2021 Portsmouth Public Schools Risk <br />Management Fund Budget. <br /> <br />Background: <br /> <br /> By Ordinance 2019-107 adopted on December 10, 2019, City Council <br />acknowledged the reversion to the City of funding that had been appropriated to the FY <br />2019 Portsmouth Public Schools General Fund Budget and had been neither <br />encumbered nor expended by the end of Fiscal Year 2019 (July 1, 2019). <br /> <br /> Under Section 5 of the Ordinance, City Council reserved $2,909,455 in the Fund <br />Balance of the General Fund “for future appropriation as City Council shall deem <br />appropriate”. <br /> <br />Discussion: <br /> <br /> <br /> PPS is now requesting the reappropriation of $2,897,149 of the reserved funds <br />to address and eliminate its FY 2019 net position deficit within the PPS Risk <br /> <br />Management Fund. <br /> <br /> PPS would use the reappropriation to cover claims, premiums and other costs <br />as related to the operation of the PPS health insurance, workers’ compensation and <br /> <br />property and casualty risk management programs. <br /> <br />Financial Impact: <br /> <br /> <br /> The funds reserved in the Fund Balance of the General Fund pursuant to <br /> <br />Ordinance 2019-107 would be decreased by $2,897,149. <br /> <br /> The FY 2021 PPS Risk Management Fund would be increased by the same <br /> <br />amount. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget transfers. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $2,897,149 THAT WAS RESERVED BY <br />ORDINANCE 2019-107 FROM THE FUND BALANCE OF THE GENERAL FUND TO <br />THE FY 2021 GENERAL FUND BUDGET AND TRANSFERRING AND <br />APPROPRIATING SAID $2,897,149 FROM THE FY 2021 GENERAL FUND BUDGET <br />TO THE FY 2021 PORTSMOUTH PUBLIC SCHOOLS RISK MANAGEMENT FUND <br />BUDGET.” <br /> <br /> <br /> <br /> <br /> <br />
