Recipients are required to <br />describe how they will improve retention in care, using a chronic care model or other <br />innovative model that has been shown to improve retention in care. <br /> <br /> The use of these funds requires that only evidence-based treatments, practices <br />and interventions for OUD be used by recipients and subgrantees. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact to the City. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE OPIOID RESPONSE II FUNDING IN THE <br />AMOUNT OF $410,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS <br />IN THE FY 2021 GRANTS FUND FOR USE BY THE DEPARTMENT OF BHS.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 252 - Adoption of an ordinance accepting CARES Act CDBG funds in the <br />amount of $426,191 and appropriating said sum in the FY 2021 Community <br />Planning and Development Fund Budget for use in preventing, preparing for, and <br />responding to COVID-19. <br /> <br />Background: <br /> <br /> The Coronavirus Aid, Relief, and Economic Security (CARES) Act, Public Law <br /> <br />1116-136, was signed into law on March 27, 2020. <br /> <br /> Under the CARES Act, each CDBG entitlement jurisdiction received a special <br />allocation of CDBG funds to be used to prevent, prepare for, and respond to COVID-19. <br /> <br />During the first round in March 2020, the City was awarded $949,655. <br /> <br /> An additional round of CDBG CARES Act funds has been made available for <br /> <br />CDBG entitlements. <br /> <br /> By letter dated September 11, 2020, HUD informed the City that its second <br /> <br />allocation under the CARES Act is $426,191. <br /> <br />Discussion: <br /> <br /> The Ordinance proposed for Council consideration will appropriate the CARES Act <br />funding. <br /> <br /> The City is required to use the funds for CDBG-eligible activities to be carried out <br />to prevent, prepare for, and respond to coronavirus. <br /> <br /> The City is in the process of preparing a plan for the use of the funds. <br /> <br />Financial Impact: <br /> <br /> The FY 2021 Community Planning and Development Fund budget will be <br /> <br />increased by $426,191. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br />
