October 27, 2020 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, October 27, 2020, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Interim City <br />Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Rowe made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 13 day of <br />October, 2020 without a quorum present in the City Council Chamber in order to reduce <br />the likely spread of the coronavirus. Each city council member is participating from their <br />home and I am in the City Council Chamber. This meeting is being held in accordance <br />with Portsmouth City Ordinance 2020-21.” <br /> <br /> Motion by Mr. Clark, and seconded by Mr. Battle, to approve the minutes of a <br />Virtual Called Meeting of October 13, 2020, and of a Virtual Meeting of October 13, 2020, <br />was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br /> Motion by Mr. Glover, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance approved on first reading at the October 13, 2020 meeting, and was adopted <br />by the following vote: <br /> <br />20-237: <br /> <br />“ZONING AMENDMENT ORDINANCE Z-20-05.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br />- City Manager’s Report - <br /> <br />20 - 248 - Adoption of an ordinance accepting $20,000.00 of Community <br />Development Block Grant program income and $26,945.00 of HOME Investment <br />Partnerships program income and appropriating said amounts in the FY 2021 <br />Community Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> There is the need to add the following to the appropriation for the Community <br />Planning and Development Program for FY 2021: $20,000.00 of program income <br />generated by the sale of land and $26,945.00 of program income generated by the <br />repayment of a down payment and closing cost loan. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br /> <br /> <br /> <br />
