October 27, 2020 At a Virtual Meeting of the City Council on Tuesday, October 27, 2020, there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Interim City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. Mayor Rowe called the meeting to order and welcomed all in attendance. Mayor Rowe made the following statement:  “In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting th of the Portsmouth City Council is being held by video conference on the 13 day of October, 2020 without a quorum present in the City Council Chamber in order to reduce the likely spread of the coronavirus. Each city council member is participating from their home and I am in the City Council Chamber. This meeting is being held in accordance with Portsmouth City Ordinance 2020-21.” Motion by Mr. Clark, and seconded by Mr. Battle, to approve the minutes of a Virtual Called Meeting of October 13, 2020, and of a Virtual Meeting of October 13, 2020, was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - Unfinished Business - Motion by Mr. Glover, and seconded by Ms. Lucas-Burke, to adopt the following ordinance approved on first reading at the October 13, 2020 meeting, and was adopted by the following vote: 20-237: “ZONING AMENDMENT ORDINANCE Z-20-05.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - City Manager’s Report - 20 - 248 - Adoption of an ordinance accepting $20,000.00 of Community Development Block Grant program income and $26,945.00 of HOME Investment Partnerships program income and appropriating said amounts in the FY 2021 Community Planning and Development Program Fund. Background:  There is the need to add the following to the appropriation for the Community Planning and Development Program for FY 2021: $20,000.00 of program income generated by the sale of land and $26,945.00 of program income generated by the repayment of a down payment and closing cost loan. Discussion:  The program income funds will be included in the Annual Action Plan.  The additional program income needs to be appropriated by City Council. Financial impact:  The funds will support activities in the existing Annual Action Plan and there will be no impact to service delivery. HOME funds require a match of not less than 25% of HOME funds drawn.
