October 27, 2020 Next Steps Following Council Action:  Submit resolution to VDOT. Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION SUPPORTING A SMART SCALE APPLICATION FOR THE CITY OF PORTSMOUTH TRANSIT STATION PROJECT. WHEREAS, the Virginia Department of Transportation is accepting SMART SCALE program applications; and WHEREAS, the redevelopment of the County Street Garage and Crawford Corridor will result in the displacement of the existing HRT bus line-up on County Street; and WHEREAS, the Virginia Department of Transportation has given the City permission to utilize the Park and Sail commuter lot located at the corner of Bart Street and County Street; and WHEREAS, the City intends to transform the Park and Sail lot into a multimodal transit station with eight bus transit bays and passenger shelter for HRT (the “Portsmouth Transit Station Project”); and WHEREAS, the Portsmouth Transit Station Project will also provide seventy-four improved commuter parking spaces, bicycle racks, and drop-off/pick-up areas for taxis and rideshare providers; and WHEREAS, the Portsmouth Transit Station Project will support the economic development of the Crawford Corridor and will also support VDOT and HRT, key state and regional partners of the City; and WHEREAS, the City intends to submit a SMART SCALE application to VDOT seeking $4,072,858 in funding for the Portsmouth Transit Station Project; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: (1) That it supports the Portsmouth Transit Station Project; (2) That it supports the SMART SCALE application for the Portsmouth Transit Station Project; (3) That the City Manager and his designees are authorized to execute and deliver such materials as may be required for the submittal of the application; and (4) That this resolution shall be in effect as of the date of adoption.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 261 - Adoption of a resolution supporting a SMART SCALE Application for the City of Portsmouth Greenwood Park and Ride Lot Project. Background:  SMART SCALE is the result of an intensive collaborative effort by the Commonwealth to bring localities and regional bodies across the state together to develop an outcome-based scoring system of transportation projects.  Localities, public transit operators, and metropolitan planning organizations submit projects for scoring through the SMART SCALE process. Projects are objectively scored according to various key factors.
