October 27, 2020 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Submit resolution to VDOT. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION SUPPORTING A SMART SCALE APPLICATION FOR THE CITY OF <br />PORTSMOUTH TRANSIT STATION PROJECT. <br /> <br /> WHEREAS, <br /> the Virginia Department of Transportation is accepting SMART <br />SCALE program applications; and <br /> <br />WHEREAS, <br /> the redevelopment of the County Street Garage and Crawford <br />Corridor will result in the displacement of the existing HRT bus line-up on County Street; <br />and <br /> <br />WHEREAS, <br /> the Virginia Department of Transportation has given the City <br />permission to utilize the Park and Sail commuter lot located at the corner of Bart Street <br />and County Street; and <br /> <br />WHEREAS, <br /> the City intends to transform the Park and Sail lot into a multimodal <br />transit station with eight bus transit bays and passenger shelter for HRT (the “Portsmouth <br />Transit Station Project”); and <br /> <br />WHEREAS, <br /> the Portsmouth Transit Station Project will also provide seventy-four <br />improved commuter parking spaces, bicycle racks, and drop-off/pick-up areas for taxis <br />and rideshare providers; and <br /> <br />WHEREAS, <br /> the Portsmouth Transit Station Project will support the economic <br />development of the Crawford Corridor and will also support VDOT and HRT, key state <br />and regional partners of the City; and <br /> <br />WHEREAS, <br /> the City intends to submit a SMART SCALE application to VDOT <br />seeking $4,072,858 in funding for the Portsmouth Transit Station Project; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> (1) That it supports the Portsmouth Transit Station Project; <br /> <br /> (2) That it supports the SMART SCALE application for the Portsmouth Transit <br />Station Project; <br /> <br /> (3) That the City Manager and his designees are authorized to execute and <br />deliver such materials as may be required for the submittal of the application; and <br /> <br /> <br /> (4) That this resolution shall be in effect as of the date of adoption.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 261 - Adoption of a resolution supporting a SMART SCALE Application for the <br />City of Portsmouth Greenwood Park and Ride Lot Project. <br /> <br />Background: <br /> <br /> SMART SCALE is the result of an intensive collaborative effort by the <br />Commonwealth to bring localities and regional bodies across the state together to <br />develop an outcome-based scoring system of transportation projects. <br /> <br /> Localities, public transit operators, and metropolitan planning organizations submit <br />projects for scoring through the SMART SCALE process. Projects are objectively scored <br />according to various key factors. <br /> <br /> <br /> <br /> <br /> <br />
