October 27, 2020 <br /> <br /> WHEREAS, <br />Virginia Electric and Power Company d/b/a Dominion Energy Virginia <br />(Dominion) has for decades maintained electric facilities on a small portion of 2 Crawford <br />Parkway, Tax Parcel 0004-0020; and <br /> <br />WHEREAS, <br /> while Dominion was likely granted an easement for the original <br />installation of facilities, no easement has been found in the land records; and <br /> <br />WHEREAS, <br /> the electric facilities in question are necessary to service the general <br />area; and <br /> <br />WHEREAS, <br /> Dominion is upgrading the facilities and has requested that the City <br />grant a formal easement; and <br /> <br />WHEREAS, <br /> the area of the easement is more particularly shown on that certain <br />“Plat to Accompany Right of Way Agreement” prepared by Virginia Electric and Power <br />Company d/b/a Dominion Energy Virginia dated September 21, 2020 and attached hereto <br />as Exhibit A; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and authorizes the grant of the requested easement to <br />Virginia Electric and Power Company and that the City Manager is hereby authorized to <br />execute such documents or instruments as may be necessary or desirable in furtherance <br /> <br />of the intent of this Resolution.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 260 - Adoption of a resolution supporting a SMART SCALE Application for the <br />City of Portsmouth Transit Station project. <br /> <br />Background: <br /> <br /> SMART SCALE is the result of an intensive collaborative effort by the <br />Commonwealth to bring localities and regional bodies across the state together to <br />develop an outcome-based scoring system of transportation projects. <br /> <br /> Localities, public transit operators, and metropolitan planning organizations submit <br />projects for scoring through the SMART SCALE process. <br /> <br /> Projects are objectively scored according to various key factors. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Transportation is accepting SMART SCALE <br /> <br />applications. <br /> <br /> Redevelopment of the County Street Garage and Crawford Corridor will result in <br /> <br />the displacement of the HRT bus line-up on County Street. <br /> <br /> The Virginia Department of Transportation has given the City permission to utilize <br /> <br />the Park and Sail commuter lot at the corner of Bart and Court Street. <br /> <br /> The Portsmouth Transit Station project will transform the Park and Sail lot into a <br />multimodal transit station with eight (8) bus transit bays and passenger shelter for <br /> <br />Hampton Roads Transit. <br /> <br /> The project will also provide seventy-four (74) improved commuter parking spaces, <br /> <br />bicycle racks and drop-off/pick-up for taxi and rideshare. <br /> <br /> This project supports one of our main Economic Development areas (Downtown) <br />and supports our key state and regional partners (VDOT and HRT). <br /> <br />Financial Impact: <br /> <br /> <br /> The estimated project cost is $3,175,000 <br /> <br /> <br /> The City is requesting funds for construction in this application. <br /> <br /> <br /> The funding in the application is $4,072,858 in FY25 dollars <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the Resolution <br /> <br /> <br /> <br /> <br /> <br />
