October 27, 2020 <br /> <br />Discussion: <br /> <br /> The Virginia Department of Transportation is accepting SMART SCALE <br /> <br />applications. <br /> <br /> Increased construction and carrier activity at Norfolk Naval Shipyard will result in <br />higher demand for off-site commuter parking within surrounding neighborhoods in <br /> <br />Portsmouth. <br /> <br /> The City owns a vacant parcel of land at 4690 Greenwood Drive near interstate I- <br /> <br />264 that can be constructed for commuter parking. <br /> <br /> The Greenwood Park and Ride Lot will provide 283 off-site commuter parking <br /> <br />spaces for shipyard employees relieving demand for parking in and around the shipyard. <br /> <br /> The lot will include bus lanes and shelters for commuter shuttles provided by the <br /> <br />Navy and will feature bicycle racks and sidewalk improvements. <br /> <br /> This project supports our key federal partners (the Navy). <br /> <br />Financial Impact <br /> <br /> <br /> The estimated project cost is $4,997,490. <br /> <br /> <br /> The City is requesting funds for construction in this application. <br /> <br /> <br /> The funding in the application is $6,407,605 in FY25 dollars <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the Resolution <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Submit resolution to VDOT. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION SUPPORTING A SMART SCALE APPLICATION FOR THE CITY OF <br />PORTSMOUTH GREENWOOD PARK AND RIDE LOT PROJECT. <br /> <br /> WHEREAS, <br /> the Virginia Department of Transportation is accepting SMART <br />SCALE program applications; and <br /> <br />WHEREAS, <br /> increased construction and carrier activity at Norfolk Naval Shipyard <br />is resulting in higher demand for off-site commuter parking within surrounding <br />neighborhoods in Portsmouth; and <br /> <br />WHEREAS, <br /> the City owns a vacant parcel of land at 4690 Greenwood Drive near <br />interstate I-264 that can be developed for commuter parking (the “Greenwood Park and <br />Ride Lot Project”); and <br /> <br />WHEREAS, <br /> the Greenwood Park and Ride Lot Project will provide 283 off-site <br />commuter parking spaces for shipyard employees, relieving demand for parking in and <br />around the Shipyard; and <br /> <br />WHEREAS, <br /> the Greenwood Park and Ride Lot Project will include bus lanes and <br />shelters for commuter shuttles provided by the Navy and will feature bicycle racks and <br />sidewalk improvements; and <br /> <br />WHEREAS, <br /> the Greenwood Park and Ride Lot Project will support the Navy, a key <br />partner of both the City and the Commonwealth, and will relieve traffic and parking <br />congestion in Portsmouth neighborhoods; and <br /> <br />WHEREAS, <br /> the City intends to submit a SMART SCALE application to VDOT <br />seeking $6,407,605 in funding for the Greenwood Park and Ride Lot Project; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> (1) That it supports the Greenwood Park and Ride Lot Project; <br /> <br /> <br /> <br /> <br />
