October 27, 2020 <br /> <br /> <br /> The Homeland Security Grant Program provides funding to create and maintain <br />special operations teams throughout the Commonwealth of Virginia. <br /> <br />Discussion: <br /> <br /> The Southside Regional Hazardous Materials Response Team (SRHMRT) is <br />comprised of resources and personnel from the following four (4) jurisdictions: <br />Portsmouth, Chesapeake, Norfolk, and Virginia Beach. Portsmouth has a long-standing <br />agreement to serve as the lead-agency for SRHMRT. <br /> <br /> Portsmouth Fire, Rescue and Emergency Services (PFRES) has been awarded <br />$20,800.00 out of the $74,932.00 allotted for SRHMRT. <br /> <br /> The (FY 2021) 2020 SHSP funds will be used to replace four (4) multi-gas <br />detectors for PFRES’s Hazardous Materials Response Team. <br /> <br />Financial Impact: <br /> <br /> The City is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Submitting the Grant Acceptance form by PFRES. <br /> <br /> <br /> Submitting the Application package signed by the City Manager. <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> <br /> PFRES to purchase the specific equipment listed. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE HOMELAND SECURITY PROGRAM GRANT <br />FUNDS IN THE AMOUNT OF $20,800 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY 2021 <br />GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 257 - Adoption of an ordinance accepting Aid-To-Localities funding in the <br />amount of $364,085 from the Virginia Department of Fire Programs and <br />appropriating said funds in the FY 2021 Grants Fund for use by the Department of <br />Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Fire Programs has been providing entitlement funds to <br />localities for more than twenty years for use by Suppression personnel. <br /> <br /> Aid-To-Localities funding assists Virginia cities, towns and counties by providing <br />funds to pay for training, construction of training centers, firefighter’s equipment, <br />protective clothing and more. <br /> <br /> The Virginia Fire Services Board (VFSB) voted to adopt a one-year increase to the <br />minimum ATL allocations for Towns, Cities, and Counties effective July 1, 2020. <br /> <br /> ATL allocations are calculated based upon the most current U.S. Population <br />Census. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth must complete and submit an Annual Report to the Virginia <br />Department of Fire Programs\\VDFP detailing the use of funds and identifying any <br />carryover funds for the year. <br /> <br /> PFRES will utilize the said funds for community fire safety education programs, <br />cancer prevention initiatives, firefighter training, firefighting equipment and protective <br />clothing. <br /> <br /> <br /> <br /> <br />
