October 27, 2020 <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the usage of funds per the guidelines for the Suppression <br /> <br />personnel of PFRES. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Battle, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AID-TO-LOCALITIES FUNDING IN THE AMOUNT OF <br />$364,085 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID FUNDS IN THE FY 2021 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 258 - Adoption of a resolution authorizing the conveyance of 1024, 1102, 1104, <br />1112 and 1101 Fifth Street to the Economic Development Authority. <br /> <br />Background: <br /> <br /> City Council has established a directive that public entities should seek to reduce <br />the number of small lots they own, and convey the lots to private entites for development <br />and for the purpose of increasing City tax revenues. <br /> <br /> In response to this directive, PRHA recently conveyed seven small lots in the <br />vicinity of the 1000 block of Fifth Street to EDA for marketing for private development. <br /> <br /> The City currently owns five additional lots in this area. <br /> <br />Discussion: <br /> <br /> EDA has been approached by a developer (A4 Properties, LLC) seeking to acquire <br />the twelve lots owned by the City and EDA, subdivide the lots into five buildable parcels, <br />and construct five new single family dwellings. <br /> <br /> If City Council approves conveyance of these properties to EDA, EDA will <br />negotiate the terms and conditions of the conveyances to the developer. <br /> <br /> The conveyance of the lots to a private developer will save the EDA and the City <br />maintenance costs and place the lots back on the tax rolls. In addition, the development <br />of single family homes will increase the value of the lots and provide housing for residents. <br /> <br />Financial impact: <br /> <br /> The conveyance of the parcels to EDA will benefit the City and its residents <br />financially by returning the property to the tax rolls and saving mowing and maintenance <br />costs. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute a Deed to convey the properties to EDA. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Clark, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CONVEYANCE OF 1024, 1102, 1104, 1112 and <br />1101 FIFTH STREET TO THE ECONOMIC DEVELOPMENT AUTHORITY. <br /> <br /> <br /> <br /> <br /> <br /> <br />
