October 27, 2020 <br /> <br />“ORDINANCE AUTHORIZING THE APPROPRIATION OF $1,469,000 FROM THE <br />GENERAL FUND – FUND BALANCE TO THE NON-DEPARTMENTAL, BENEFITS - <br />RETIREE SUPPLEMENT LINE ITEM IN THE FY 2021 GENERAL FUND BUDGET FOR <br />THE PURPOSE OF FUNDING A ONE-TIME SUPPLEMENT IN THE GROSS AMOUNT <br />OF $1,500 TO BENEFICIARIES UNDER THE PORTSMOUTH SUPPLEMENTAL <br />RETIREMENT SYSTEM AND THE FIRE AND POLICE RETIREMENT SYSTEM.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 255 - Adoption of an ordinance accepting Hazardous Materials Emergency <br />Response Team Cost Recovery Funds in the amount of $1005.58 from the Virginia <br />Department of Emergency Management and appropriating said sum in the FY 2021 <br />Grants Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has reimbursed the <br />City of Portsmouth in the amount of $1,005.58 for HAZMAT Response Cost Recovery <br />calls as the Southside Regional HAZMAT Team Leader. <br /> <br /> The funds received enable Portsmouth, which is the lead City for the Southside <br />Regional Hazardous Materials Team, to maintain a superior level of readiness with regard <br />to equipment, training, and technical expertise in dealing with hazardous materials as <br />required by VDEM. <br /> <br />Discussion: <br /> <br /> These funds are instrumental in replenishing hazardous materials, which enables <br />the response capabilities for the Southside Regional Hazardous Materials Emergency <br />Response Team. <br /> <br />Financial Impact: <br /> <br /> Cost Recovery Expenditures Received Per Call from Reimbursement <br />Submission. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code and credit the account accordingly. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HAZARDOUS MATERIALS EMERGENCY RESPONSE <br />TEAM COST RECOVERY FUNDS IN THE AMOUNT OF $1,005.58 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID SUM IN THE FY 2021 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 256 - Adoption of an ordinance accepting State Homeland Security Program <br />grant funds in the amount of $20,800 from the Virginia Department of Emergency <br />Management and appropriating said funds in the FY 2021 Grants Fund for use by <br />the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) administers the <br />allocation of funding from the U.S. Department of Homeland Security (DHS) Federal <br />Emergency Management Agency (FEMA) to localities for use by Special Ops Hazmat <br />Teams. <br /> <br /> <br /> <br /> <br />
