<br /> WHEREAS, the Perking AhYh~rity has requesYed that these agreements be amended to provide
<br />that in the event funds are not available for any given year to pay both principal and the full
<br />amount of interest, then the unpaid balance of the interest payment for that year shall be
<br />abated; provided further that the Parking Authority shall continue so be responsible for payme~
<br />to the City of the~entire principal amcunt of the construction cost of each facility.
<br /> NOW, FHEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby ms, authorized to enter into an agreement with the Parking
<br />Authority pertaining to the financing arrangements for the Edinburgh Square Parking Garage and
<br />the Central Parking Garage pursuant so the terms heremnabove stated."

<br />agenda for May 13, 1986. This is due to the fact that council does not meet Qn May 6, 1986.

<br />Thank you for your cooperation in this matter."

<br /> Joel P. Crowe, Attorney, 521 Middle Street Mall, representing Norfolk Olympic Club/Atlanti
<br />Coast Club, spoke concerning the request to play bingo at the Tower Auditorium four (4) nights
<br />per week.

<br />REPORTS FROM THE CITY MANAGER
<br />
<br /> 86-147 Letter from the City Manager recommending adoption of an ordinance to appropriat~
<br />$60,000 from the Capital Improvement Program for initiation of replacement program of transmis-
<br />sion main system from the Water Treatment Plant.
<br />
<br /> "Included in the 1985-86 Capital Improvement Budge~ was $60,000 initiate the first year
<br />of a five-year water transmission main valve replacement program. As you are aware~ theTe are
<br />three large mains which travel the nineteen mile long route between Suffolk and Portsmouth.
<br />The transmission mains are controlled by the strategic placement of ninety valves. Two of the
<br />existing low-pressure transmission mains are almost one hundred years old and the newest main
<br />is s~xty years old with respective valves the same vintage. To ensure the integrity of the
<br />transmission system it is imperative that the valves be totally operational.
<br />
<br /> Mr. James Spacek, Director of Public UtiIities has recommended that the first phase of
<br />this five-year pqoject be initiated this summer. According to Mr. Spacek the project includes
<br />competitive purchase of the necessary valves, as well as the installation by city forces to
<br />replace the equipment.
<br />
<br /> I, therefore, recommend Cnuncil's appropriation of $60,000 from the CIP for the initiatioz
<br />of this needed improvement to the City's water system."

<br /> On motion of Mr. Beamer and seconded by Mr. Whitlow, the following ordinance was approved
<br />on firs~ reading, and was adopted by unanmmous vote:

<br /> FUND FOR THE PURCHASE AND INSTALLATION OF VALVES ON THE LOW PRESSURE WATER
<br /> TRANSMISSION MAINS.'
