May 15, 1986 <br /> <br />Ayes: Beamer, Corprew, 3ray, Lucas, Whitlow, Webb <br />Nays: None <br /> <br />(b) Ordinance to amend the Code, by amending Section 24-100 (b), pertaining to fees <br /> for Sleepy Hole Golf Course; and by adding to Chapter 24, Section 24-176 pertain- <br /> ing to reservation of Parks. <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Lucas, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTIONS 24-100 (b) THEREOF, PERTAINING TO FEES FOR SLEEPY HOLD GOLF <br />COURSE, AND BY ADDING TO CHAPTER 24 THEREOF, SECTION 24-176 PERTAINING TO <br />RESERVATION OF PARKS.' <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Whitlow, Webb <br />Nays: None <br /> <br />(c) Ordinanae to amend Seation 23-468, pertaining to payment of Personal Property Taxes <br /> prmor tc Licensing. <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Whitlow, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 25-468 OF <br />VIRGINIA, 1973, PERTAINING TO PAYMENT OF <br />LICENSING." <br /> <br />THE CODE OF THE CITY OF PORTSMOUTH, <br />PERSONAL PROPERTY TAXES PRIOR TO <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Whitlow, Webb <br />Nays: None <br /> <br />(d) Ordinance to amend Section 24-151, pertaining to fees for City Swimming Pools. <br /> <br /> On motion of Mr. Whitlow and seaonded by Mr. Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TC AMEND SECTION 24-151 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO FEES FOR CITY SWIO~ING POOLS." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Whitlow, Webb <br />Nays: None <br /> <br />Ordinance to amend the Code by amending Sections 38-34 (a), (c), and (d), 38-43, and <br />38-77 (al , (f), and (g), pertaining ro water rares, termination of service fees <br />and strong waste charges. <br /> <br /> On motion of Mr. Corprew and seconded by Mr. Gray, the following ordinance was ~g0~pted on <br />first and final~,adihg and by the following vote: <br /> <br />"AN ORDINANCE rO AMEND THE CODE OF THE <br />AMENDING SECTIONS 38-34 (a), lc), AND <br />PERTAINING TO WATER RATES, TERMINATION <br /> <br />CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />(d), 38-43, AND 38-77 (a), :ANiD (g), <br /> OF SERVICE FEES AND STRONG WASTE CHARGES." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Whitlow, Webb <br />Nays: None <br /> <br />(g) <br /> <br />Resolution authorizing the City Manager to execute an agreement with the~ <br />Portsmouth Parking Authority pertaining to the financing arrangements for <br />the Edinburgh Square and Central Parking Garages. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Corprew, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INT0 AN AGREEMENT WITH THE <br />PORTSMOUTH PARKING AUTHORITY PERTAINING TO THE FINANCING ARRANGEMENTS FOR THE <br />EDINBURGH SQUARE PARKING GARAGE AND THE CENTRAL PARKING GARAGE. <br /> <br /> WHEREAS, the City has financed the construction of the Edinburgh Square Parking Garage <br />and the Central Parking Garage with funds from the sale of General Obligation Bonds; and <br /> <br /> WHEREAS, the operation and maintenance of said facilities, including the collection of <br />revenues t~erefrom, has been assigned to the Parking Authority; and <br /> <br /> WHEREAS, the City and the Parking Authority have entered into an agreement for repayment <br />of the principal and interest on the funds used for construction of the Edinburgh Square <br />Parking Garage; and <br /> <br /> WHEREAS, the Parking Authority has also agreed to make payments of principal and interest <br />on the funds used for construction of the Central Parking Garage; and <br /> <br /> <br />
