May 13, 1986 <br /> <br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue the <br />hereinafter described portions of Academy Avenue and a certain 16' alley on the east side of <br />Academy Avenue,c.~nd~it appearing that notice of application and request for the appointment of <br />viewers was duly advertised as required by law. <br /> NOW, THEREFORE, BE IT RESOLVED ~y the Council of the City of Portsmouth, Virginia, that <br />Richard D. Ottavio, James Moss, Clinton J. Fortune, Matthew L. Peanort and L. A. Clark be <br />appointed viewers and that Emmerson Smith and Raymond Tweed be appointed alternate viewers <br />in the event one of the preceding viewers fails to participate, said viewers to view the here- <br />in after described portion of such streets and to report to this Council in writing whether in <br />their opinion any, and if any what, inconvenience would result in vacating and closi~ng the <br />following: <br /> <br /> Ail that portion of Academy Avenue between Bertrand Street on the north <br /> and Arden Street on the South. <br /> That portion of the alley 16' in width situate in the City of Portsmouth, ' <br /> Virginia, which extends east and west between Lots 23 and 24 on the south and <br /> Lots 9 and 10 on the north as shown on the plat of the Churchland Land Company, <br /> recorded in the Clerk's Office of the Circuit Court of the City of Chesapeake <br /> in Map Book 18, page 85, which lies between the west side of Academy Street to <br /> a distance of 124'. <br /> <br /> The portion of the alley to be closed is shown on Tax Map 821 and lies be- <br /> tween parcel 44 on the South and parcels ~2 and 43 on the North.' <br /> <br /> Ayes: Beamer, Corprew, Gray, Lucas, Whitlow, Webb <br /> Nays: None <br /> <br /> 86-152 Letter from the City Manager recommending ad¢>tion of a motion to transfer <br />$10,000 from the Grants Contingency Fund for Sobriety Checkpoint Enforcement Program. <br /> "I am pleased to inform you that Mr. Donald E. Williams, Commissioner for the Virginia <br />Department of Motor Vehicles has approved the Police Department's application to conduct a <br />sobriety checkpoint enforcement program. <br /> During 1985, a total of 541 persons were arrested in the City for driving under the <br />influence. The Portsmouth Transportation and Safety Commission has recognized the impact that <br />this problem has on the safety of all citizens traveling in our City. Last June, the Commiss~c <br />cited the need for continuous enforcement activities in this area. The sobriety checkpoint <br />enforcement program is designed to reduce the number of DUI-related accidents by getting the <br />offender off the road. <br /> The Police Department will establish sobriety checkpoints throughout the City in high <br />accident/high traffic areas on eight occasions during the year. The Department will use a <br />portable trailer for conducting Ch-site breath tests and eight patrol officers will be assignee <br />to each checkpoint to facilitate speedy and convenient processing for the public. <br /> The U. S. Department of Transportation and Highway Safety has awarded the City of Portsmou <br />$10,000 in federal funds to conduct the program. This-represents 50% of the total project <br />costs. The required local match of $10,000 will be provided through in-kind costs for equip- <br /> <br />ment and personnel involved with the checkpoints. <br /> <br /> I recommend apprcval of the project and the transfer of <br />Account to support the program.' <br /> <br />$10,000 from the Grants Cont~ngenc <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Lucas, that authorization be granted to transfer <br />$10,000 from the Grants Contmngency Account, as re~U~t~4i, and was adopted by unanimous vote. <br /> 85-153 Letter from the City Manager recommending adoption ~f a motion approving appli- <br />cation for a selective enforcement program at high accident locations and transfer of $20,000 <br />from the Grants Contingency Account to support the program. <br /> "I~-am pleased to inform you that Mr. Jones L. Hazelwood, Jr., Assistant Commissmoner for <br />the Virginia Department of Motor Vehicles has approved our application of a selective enforce- <br />ment program at high accident locations in the City. <br /> During 1985, a total of 2,846 accidents were reported. Thirty locations have been identi~ <br />as contributing to approximately 26% of these accidents. Causes cited for these accidents <br />include spped, following too close, failure to yield, and disregard for traffic signals. <br /> The Police Departmenn will assign officers to the identified high accident locations to <br />prowlde a targeted approach for reducing accidents. Enforcement of traffic violations at these <br />sites is expedted to increase and a 5% reduction in accidents at these sites is antzcipated. <br /> The U. S.
