<br />Letter from the City Manager recommending adoption of a motion authorizing the
<br />to enter into a contract for constructxon of sidewalks located at South Court,
<br />Streets with an exclusive contractor. '

<br /> "As you are aware, the 1985-86 Priority Action Plan identifies $1.5 million for street-
<br />scape improvements along South and Bart street located in Olde Towne South. The decision to
<br />initiate work along the South and Bart Street corridor was based upon the private sector
<br />interest in the development of this corridor. There are three multi-family development project~
<br />and several major renovations within this corridor which demonstrates a significant commitment
<br />(and investment) in a previously blighted area. These developments (total private sector
<br />· nvestment of over $6.5 million) are nearing completion and I have been asked that the City
<br />expedite the replacement of sidewalks and othsr sidewalk amenities to allow for occupancy~.
<br />
<br /> Virginia Power ~s expediting mrs efforts to develop cos~ estimates to relocate the over-
<br />head lines to underground conduit. It is felt that this relocation would dramtically improve
<br />the visual aesthtics of the neighborhood much like what was accomplished previously in Olde
<br />Towne. However, Virginia Power's schedule does not coincide with the developer's construction
<br />schedule to allow for occupancy. The Director of Public Works recommends that the City use
<br />existing funds designated for matching development projects to construct requested improvements
<br />(sidewalks) at this time.

<br /> I, therefore, recommend the adoption of a motion to authorize the City Manager to enter
<br />into an a~reement with the developer for construction of the improvements. This action would
<br />constitue a finding by the Council tha~ the awarding of this agreement, in this manner, is in
<br />best interes~ of the City and thus be ~n compliance with the City's procurement procedures."

<br /> Motion of Mr. Beamer and seconded by Mrs. Lucas, that authorization be granted to the
<br />City Manager to enter into a contract for construction of sidewalks located at South, Court,
<br />and Columbi~ Streets with an e×clusive contrac~or~ and was adopted by unanimous vote.

<br />not required to have a license, therefore a refund is due taxpayer, with interest.

<br /> Mr. Neathery lived in Zuni, Virginia January 1, 1985 and moved to Portsmouth in February
<br />1985. He purchased decals on three vehicles and paid a prorated personal property tax to
<br />Portsmouth. Zuni does not prorate~ therefore, Mr. Neathery paid personal property taxes to
<br />them.

<br /> I recommend that Council adopt this motion and a refund be granted."

<br /> 86-157 Jesse H. Overton, 82 Ericsson Street, representing the St. Julien's Citizens
<br />Committee, spoke on the Environmental Impact Statement concerning hazardous waste.
<br />
<br /> 86~158 = Hugh B. Slaydon, Jr. 635 Douglas Avenue, representing the Port Norfolk Civic
<br />League, presented a Resolution on the Western Freeway, and to raa~rm their opposition to
<br />the plans for the ¥~estern Freeway in their community. He stated the major problems 1)missing
<br />lin~ 2) priority of l~s, 3) funding.

<br /> 86-159 - Wilmer C. Cooke, Sr., 609 Powhatan Avenue, spoke on conditions in City Park area
<br />and proration of business l~a.
<br />
<br /> 86-160 - Louise C. Anderson, 2517 Bayview Blvd., spoke concerning the "No Overnight Parkin
<br />Signs" placed on the north side of B~view Blvd. He asked if stickers could be issued to help
