October 13, 2020 <br /> <br />“ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT IN THE AMOUNT OF $81,553 FROM THE U.S. DEPARTMENT <br />OF JUSTICE AND APPROPRIATING SAID FUNDS IN THE FY 2021 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 240 - Adoption of an ordinance appropriating the sum of $1,250,000 from the <br />General Fund – Unassigned Fund Balance to the Non-Departmental, Salary – <br />Bonus line item in the FY 2021 General Fund Budget for the purpose of funding a <br />one-time supplement in the net amount of $500 to all full-time and $250 to all part- <br />time employees of the City of Portsmouth who did not receive CARES Act Front <br />Line Hazard Pay. <br /> <br />Background: <br /> <br /> Approximately 1,000 City employees have received or will receive a Front-Line <br />Hazard Pay through the CARES Act Funding. <br /> <br /> Council requested staff to evaluate the feasibility of providing a smaller “thank you” <br />supplement to City employees who are not eligible for a Front Line Hazard Pay. <br /> <br /> Based on staff’s analysis, the estimated cost would be $$1,250,000 to pay a one- <br />time supplement in the net amount of $500 to full-time employees and $250 to part-time <br />employees. <br /> <br /> Approximately 1,500 employees would be eligible for the supplement. <br /> <br />Discussion: <br /> <br /> Under the Ordinance proposed for Council consideration, employees would be <br />eligible for the supplement if: (a) they are not eligible for Front Line Hazard Pay; (b) they <br />are employed as of the date of adoption of the Ordinance and remain employed as of the <br />date of payment of the supplement; and (c) their salary or wages are paid in whole or in <br /> <br />part by the City of Portsmouth. <br /> <br /> Eligible employees would therefore include general employees of the City as well <br /> <br />as some Constitutional Officer, Circuit Court, and grant employees. <br /> <br /> Elected Officials, appointed Judges and Magistrates, and Commissioners serving <br /> <br />on Boards and Commissions are excluded from eligibility for the supplement. <br /> <br />Financial Impact: <br /> <br /> <br /> $1,250,000 would be appropriated from Fund Balance to the General Fund to pay <br />the supplement. <br /> <br />Recommended Action: <br /> <br />. <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments and the <br />Finance Department and Human Resources Department will administer payment of the <br />supplement. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Battle, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING THE SUM OF $1,250,000 FROM THE GENERAL <br />FUND – UNASSIGNED FUND BALANCE TO THE NON-DEPARTMENTAL, SALARY - <br />BONUS LINE ITEM IN THE FY 2021 GENERAL FUND BUDGET FOR THE PURPOSE <br />OF FUNDING A ONE-TIME SUPPLEMENT IN THE NET AMOUNT OF $500 TO ALL <br />FULL-TIME AND $250 TO ALL PART-TIME EMPLOYEES OF THE CITY OF <br />PORTSMOUTH WHO DID NOT RECEIVE CARES ACT FRONT LINE HAZARD PAY.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
