October 13, 2020 <br /> <br />- New Business - <br /> <br />20 - 241 - Boards and Commissions <br /> <br />Councilman Moody offered the following nominations: <br /> <br />Motion by Mr. Moody, and seconded by Mr. Glover, to close nominations and the <br />above nominations were adopted by the following vote: <br /> <br />Planning Commission <br />Primas Paige to be appointed to fill a term ending December 31, 2023, replacing <br />Edwina Ricks. <br /> <br />Portsmouth Port & Industrial Commission <br />Dan Evans to be appointed to fill a term ending December 31, 2022, replacing Dennis <br />Weaver. <br /> <br />Greater Portsmouth Development Corporation <br />LaVoris Pace to be appointed to replace Dr. Lydia Patton. <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 242 - Items Submitted by Council Members <br /> <br /> <br />Adoption of an ordinance re-adopting and modifying Ordinance 2020-21 and <br /> <br />the emergency procedures established thereunder to ensure the continuity of local <br />government during the COVIC-19 pandemic. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE RE-ADOPTING AND MODIFYING ORDINANCE 2020-21 AND THE <br />EMERGENCY PROCEDURES ESTABLISHED THEREUNDER TO ENSURE THE <br />CONTINUITY OF LOCAL GOVERNMENT DURING THE COVID-19 PANDEMIC.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />1. Utility Extension in West Norfolk <br /> <br /> There was a consensus of City Council to have Interim City Manager LaVoris Pace <br />to bring back an ordinance, for the next agenda, appropriating all the funds <br />necessary to design and construct this water line extension project <br /> <br />2. Retirement Payment <br /> <br /> There was a consensus of City Council to direct Interim City Manager Pace to bring <br />back an appropriation ordinance to provide a $1500 bonus to fire and police <br />retirees as well as widows and widowers of fire and police retirees and retirees of <br />the Supplemental Retirement System. <br /> <br />3. Recruiting Process for City Attorney <br /> <br /> There was a consensus of City Council to use the same firm to recruit for the <br />position of City Attorney. <br /> <br />4. Meeting Format <br /> <br /> There was a consensus of City Council to continue with virtual meetings with the <br />modification to allow for more public participation through the end of the year. <br /> <br /> Ms. Psimas recognized October as Breast Cancer Awareness Month and informed <br /> <br />citizens and City Council of the Fire Department and Local 539 Breast Cancer <br />Awareness merchandise. <br /> <br /> <br /> <br /> <br /> <br />
