October 13, 2020 <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. <br /> <br />Recommended Action: <br /> <br />. <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br /> The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $160,000 FROM THE <br />OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA <br />AND APPROPRIATING SAID FUNDS IN THE FY 2021 GRANTS FUND FOR USE BY <br />THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG <br />TREATMENT COURT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 239 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance grant in the amount of $81,553 from the U.S. Department of Justice and <br />appropriating said funds in the FY 2021 Grants Fund for use by the Portsmouth <br />Police Department. <br /> <br />Background: <br /> <br /> The Police Department (PPD) has been awarded grant funding in the amount of <br />$81,553.00 from the Department of Justice (DOJ) – Bureau of Justice Assistance (BJA) <br />to provide funds for programs, specialized equipment, and continued funding to support <br />the Adult Drug Treatment Court Program. <br /> <br /> Estimated revenue in the FY 2021 Grants Fund is increased by $81,553.00. <br /> <br />Discussion: <br /> <br /> PPD will use Edward Byrne Memorial Justice Assistance Grant (JAG) Program 2020 <br />funding to enhance our community engagement / community policing efforts by providing <br />equipment, technology, training initiatives that will improve the Police Department’s ability <br />to respond to public safety incidents within the City thus reducing violent and property <br />crimes. <br /> <br /> Furthermore, the funds will be used to support the various Drug Court Treatment <br />programs such as drug testing, education, office supplies, drug treatment and program <br />support within the Circuit Court. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $81,553.00 by the Department of Justice (DOJ) – <br />Bureau of Justice Assistance (BJA) provides funding for the Police Department. <br /> <br /> The City does not have to provide matching funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment.
