September 22, 2020 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. Also, <br />the Acting Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $8,058 FROM THE U.S. <br />DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY <br />ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND <br />APPROPRIATING SAID FUNDS IN THE FY 2021 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT TO INCREASE USAGE OF OCCUPANT <br />RESTRAINTS IN VEHICLES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 223 - Adoption of an ordinance accepting a grant in the amount of $22,120 from <br />the U.S. Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety office and appropriating said <br />funds in the FY 2021 Grants Fund for use by the Portsmouth Police Department to <br />deter speeding. <br /> <br />Background: <br /> <br /> The Police Department has been awarded grant funding in the amount of $22,120 <br />from the US Department of Transportation (DOT) National Highway Traffic Safety <br />Administration (NHTSA) through the Virginia Highway Safety Office (VHSO). <br /> <br /> The estimated revenue in the FY 2021 Grants Fund is increased by $22,120. <br /> <br />Discussion: <br /> <br /> The Police Department will utilize a multi-faceted approach to improve traffic safety <br />in the city as well as in the surrounding cities of Chesapeake, Suffolk, and Norfolk. Many <br />of the motorists in Portsmouth travel to and from our neighboring cities. Excessive speed <br />is certainly among one of the major factors contributing to personal injuries resulting from <br />vehicular crashes. We believe this should be focused upon through means of education, <br />enforcement, and the building of partnerships. Through these increased enforcement <br />and educational efforts, we intend to significantly reduce crashes that have the potential <br />of death and serious injuries <br /> <br /> The funds received will enable the Police Department to provide radar equipment <br />and overtime payments for conducting checkpoints and saturation patrols by the PPD. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $22,120 by the DOT NHTSA through the VHSO provides <br />funding for the Police Department. <br /> <br /> The City does have to provide an in-kind match of $11,060.00, which match will be <br />satisfied through previously budgeted funds for fuel and vehicle maintenance. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br />Also, the Acting Chief of Police or his designee will provide grant management and <br />oversight. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
