September 22, 2020 <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $22,120 FROM THE U.S. <br />DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY <br />ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND <br />APPROPRIATING SAID FUNDS IN THE FY 2021 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT TO DETER SPEEDING.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 224 - Adoption of an ordinance accepting the amount of $27,000 from the <br />Virginia Association of Chiefs of Police & Foundation and appropriating the said <br />amount into the FY 2021 Grants Fund for use by the Police Department. <br /> <br />Background: <br /> <br /> The Police Department (PPD) has been awarded grant funding in the amount of <br />$27,000 from the Virginia Association of Chiefs of Police & Foundation for implementing <br />PSN Projects, Gang Resistance Education, Crime Line, Detectives OT, and illicit <br />firearm/straw purchase investigations <br /> <br /> The estimated revenue in the FY 2021 Grants Fund is increased by $27,000. <br /> <br />Discussion: <br /> <br /> PPD will use the grant funds for two projects. First, to combat the gang influence <br />on our city’s youth, PPD, through their School Resource Officers (SROs), will implement <br />“gang resistance” training in the public schools using the Gang Resistance Education and <br />Training (G.R.E.A.T.) program. Before teaching the G.R.E.A.T class, the SROs must be <br />trained and certified to teach the middle school curriculum. Training will teach the <br />structure and content of the program curricula, current gang trends, and the skills <br />necessary to teach in a classroom. These grant funds will be utilized to cover training <br />costs. The second project will fund detectives’ overtime and purchase money for illicit <br />firearms/straw purchase investigations by the Department’s Gang Suppression Unit. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $27,000 by the Virginia Association of Chiefs of Police & <br />Foundation provides funding for the Police Department. <br /> <br /> The City does not have to provide matching funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. Also, <br />the Acting Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Battle, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A PROJECT SAFE NEIGHBORHOODS GRANT IN THE <br />AMOUNT OF $27,000 FROM THE VIRGINIA ASSOCIATION OF CHIEFS OF POLICE <br />AND APPROPRIATING SAID FUNDS INTO THE FY 2021 GRANTS FUND FOR USE <br />BY THE PORTSMOUTH POLICE DEPARTMENT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 225 - Adoption of a resolution supporting Offshore Wind development off the <br />coast of Virginia. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
