September 22, 2020 Financial Impact:  The grant award amount of $31,831 by the DOT NHTSA through the VHSO provides funding for the Police Department.  The City does have to provide an in-kind match of $15,916.00, which match will be satisfied by previously budgeted funds for fuel and vehicle maintenance. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustments. Also, the Acting Chief of Police or his designee will provide grant management and oversight. Motion by Mr. Clark, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $31,831 FROM THE U.S. DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND APPROPRIATING SAID FUNDS IN THE FY 2021 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT TO DETER DRIVING UNDER THE INFLUENCE OF ALCOHOL.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 222 - Adoption of an ordinance accepting a grant in the amount of $8,058 from the U.S. Department of Transportation National Highway Traffic Safety Administration through the Virginia Highway Safety Office and appropriating said funds in the FY 2021 Grants Fund for use by the Portsmouth Police Department to increase usage of occupant restraints in vehicles. Background:  The Police Department has been awarded grant funding in the amount of $8,058.00 from the US Department of Transportation (DOT) National Highway Traffic Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO).  The estimated revenue in the FY 2021 Grants Fund will increase by $8,058.00. Discussion:  The PPD will utilize a multi-faceted approach to improve traffic safety in the city. Inadequate occupant restraint usage is certainly among the major factors contributing to personal injuries resulting from vehicular crashes. Through increased enforcement and educational efforts, we intend to significantly increase seatbelt usage and to reduce crashes that have the potential of death and serious injuries.  The funds received will enable the Police Department to provide overtime payments for conducting checkpoints and saturation patrols and DMV approved training. Financial Impact:  The grant award amount of $8,058.00 by the DOT NHTSA through the VHSO provides funding for the Police Department.  The City does have to provide an in-kind match of $4,029.00, which match will be satisfied through previously budgeted funds for vehicle fuel and maintenance costs. Recommended Action:  Adoption of the ordinance.
