September 8, 2020 <br /> <br /> Councilwoman Psimas asked that Interim City Manager Pace provide an update on <br /> <br />the following: <br /> <br />-Who’s receiving CARES ACT Funding? <br /> <br />-What is the new funding for? <br /> <br />-Provide a plan to provide funds in the most equitable way to the most people. <br /> <br /> Mayor Rowe asked that Interim City Manager Pace not disperse funds until he comes <br /> <br />back with a plan, to include any prohibitions that are written into the federal law on use <br />of the funds. <br /> <br /> <br />“ORDINANCE ACCEPTING $185,555.52 OF COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM INCOME AND APPROPRIATING SAID AMOUNT IN THE FY 2021 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND BUDGET.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 200 - Adoption of an ordinance accepting additional CARES Act funding in the <br />amount of $8,235,862 from the Commonwealth of Virginia and appropriating said <br />amount in the FY 2021 Grants Fund for use by the City in accordance with the Act. <br /> <br />Background: <br /> <br /> <br /> The CoronavirusAid, Relief, and Economic Security (CARES) Act of 2020 <br />provides funding for a number of different programs to address the COVID-19 pandemic. <br />A primary component of the CARES Act is $150 billion in assistance to state, local, <br />territorial, and tribal governments for the direct impact of the COVID-19 pandemic through <br />the establishment of the Coronavirus Relief Fund (CRF). <br /> <br />Discussion: <br /> <br /> While the federal CARES Act does not require that states distribute funding to local <br />governments with populations less than 500,000 residents, Governor Ralph Northam <br />recognized that localities are experiencing the same COVID-19 related expenses as the <br />Commonwealth. Therefore, the Commonwealth resolved to issue a portion of the CARES <br />Act funding to localities. <br /> <br /> On May 12, 2020, the City was awarded $8,235,862 of “one-time” monies to assist <br />with necessary expenditures incurred due to the public health emergency for COVID-19. <br />These funds were appropriated by Council Ordinance 2020-60 adopted on July 16, 2020. <br /> <br /> On July 28, 2020, the City was awarded an additional $8,235,862 to further assist <br />with necessary expenditures incurred due to the public health emergency related to <br />COVID-19. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement from the City for this grant. <br /> <br /> Any unspent funds must be returned to the state. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that some of the fund be allocated <br />to the staff of Constitutional Officers.
